The Daily Tar Heel :: UNC system seeks new health insurance

Today, the UNC system will release applications to insurance companies nationwide in search of a plan with a smaller price tag after this year?s $248.50 per-student increase in health insurance costs.

A new plan for UNC-system students for 2013-14 will be chosen by Feb. 15.

The N.C. Department of Insurance and the Independent Insurance Agents of North Carolina will help review qualified applicants, such as Aetna and BlueCross BlueShield of North Carolina.

?This gives them a chance to compete for our business, which we hope will make prices competitive,? said Bruce Mallette, vice president for academic and student affairs for the UNC system.

The cost of the plan for students increased this year from $460.50 to $709 per semester, partially due to the expansion of benefits per the 2010 Affordable Care Act.

The increased benefits include coverage for birth control, pre-existing conditions and preventative services, such as vaccination shots.

About 50,000 students use the system?s plan, which is provided by Pearce & Pearce, a service arm of the insurance company Chartis. About 70 percent of students waive out of the plan.

Mallette said only about 12 percent of the cost increase was due to the Affordable Care Act.

Mary Covington, executive director of UNC?s Campus Health Services, said the increased amount of claims filed has also increased the price of the plan.

?There was concern about escalating cost, but students are voting on how much they like the policy by using its benefits,? she said.

Carolyn Pearce, chief operating officer at Pearce & Pearce, said the agency plans to bid on UNC again. She said the bidding process might not affect the cost of UNC?s plan because companies would all consider the same history of claims as a parameter.

?I would be surprised if prices went down, unless the benefits were changed,? she said.

Former UNC Association of Student Governments member Christine Hajdin will help review applications.

?Finding a balance between good coverage and low premiums is so important,? she said.

Covington said the plan is cheaper than plans at other institutions ? the University of Virginia?s plan is $1,977 for both semesters, and the University of Michigan?s plan is $2,350.

?There was so much talk about the cost that students didn?t get enough education about the benefits,? Pearce said.

?Student plans are better than they have ever been,? she said. ?Cheaper plans don?t have these benefits.?

Lindsey Rietkerk, co-founder of Tar Heels for Obama, praised the act for letting students stay on their parents? plans until age 26.

But Greg Steele, chairman of the N.C. Federation of College Republicans, said student voters should factor rising health care costs into their decision at the polls.

Steele agrees with presidential candidate Mitt Romney?s proposal to repeal the Affordable Care Act.

?Obama is advocating for expanding the government role, which will cripple the economy.?

Stressed, depressed women terrible at using birth control - TODAY ...

SAN FRANCISCO ? Depression and stress can cause lapses in proper use of contraception, a new study suggests.

In the study, women with moderate to severe depression and stress symptoms were less likely to use contraception consistently ? that is, use it each time they had sex ? compared to women with mild or no symptoms. Women with depression or stress were also more likely to say they did not use contraception at all in the past week compared to women with less severe symptoms.

The findings, presented here on Monday at the annual meeting of the America Public Health Association, are concerning because, although preventing unplanned pregnancies is important for all women, it may be especially important for women with mental health issues, said study researcher Kelli Stidham Hall.

"Perhaps an unintended pregnancy for these women could make things even worse," said Hall, of the University of Michigan's Population Studies Center.

Family planning providers should consider mental health symptoms when they council their patients, Hall said.

In addition, women with depression and stress who do not want to become pregnant in the near future may be good candidates for long-acting reversible contraception, such as an IUD ? highly effective methods of birth control that women do not need to remember to use everyday or each time they have sex, which may be burdensome for some, Hall said.

Hall and colleagues analyzed information 689 non-pregnant women ages 18 and 19 living in Michigan. Participants first answered questions about their mental health. Then, for the next year, they filled out weekly journal entries that included the number of times they had sex in the past week, and whether they used contraception when they had sex.

About 25 percent of women had moderate to severe depression, and 25 percent had moderate to severe stress.

Overall, women used contraception consistently 72 percent of the time. The most common forms of contraception were oral birth control or condoms. For women with depression, the odds of using contraception consistently each week was 47 percent lower than for women with less severe symptoms. For those with stress, the odds of using contraception consistently were 69 percent lower.

Women with depression and stress may have social circumstances, such as unemployment, that interfere with their ability to effectively use contraception, Hall said. In addition, mental health issues may impair a person's ability to make decisions, Hall said.

The massive storm that started out as Hurricane Sandy slammed into the East Coast and morphed into a huge and problematic system, putting more than 7.5 million homes and businesses in the dark and causing at least 18 deaths. Here's a snapshot of what is happening, state by state.

CAROLINAS

MAINE

Wind gusts topped 60 mph, shutting down the port of Portland and knocking out power to homes and businesses. Power outages: More than 86,000.

MARYLAND

Floodwaters swamped touristy Ocean City. In western Maryland, snow tied up traffic. A falling tree killed a man in Pasadena. Power outages: 290,000.

MASSACHUSETTS

Strong winds and heavy surf led to mandatory evacuations in sections of coastal Dartmouth and Fall River and voluntary evacuations in other coastal communities. Power outages: More than 300,000.

MICHIGAN

High winds knocked out power to at least 60,000 homes and businesses.

NEW HAMPSHIRE

Politicians canceled visits to the presidential swing state on Monday. Power outages: 179,000.

NEW JERSEY

The center of the storm came ashore Monday evening near Atlantic City, which was cut off from the mainland by the storm surge along with other barrier islands, stranding residents who ignored warnings to evacuate. Hundreds of people were being evacuated after a levee broke in the northern New Jersey town of Moonachie. At least three deaths were reported. Power outages: More than 2.3 million.

NEW YORK

A record storm surge that was higher than predicted along with high winds damaged the electrical system and plunged millions of people into darkness. Utilities say it could be up to a week before power is fully restored. The governor's office said there were five storm-related deaths. A fire burned 50 houses in one flooded section of Queens. Power outages: More than 1.8 million.

OHIO

The Cleveland area and northeast Ohio were being slammed with rain and high winds. Snow was reported in some parts south of Cleveland and south of Columbus. Power outages: More than 250,000.

PENNSYLVANIA

Wind and flooding closing more than 200 bridges and roads. Four people died, including an 8-year-old boy who was killed when a tree limb fell on him. Power outages: 1.2 million.

RHODE ISLAND

Howling winds and storm surges forced mandatory and voluntary evacuations in low-lying and coastal communities. Providence's hurricane barrier performed well in one of its biggest tests. Power outages: 115,000.

TENNESSEE

Snow expected in higher elevations, where a freeze warning has been issued. High winds expected in many areas.

VERMONT

Winds knocked down trees and power lines, and schools were closed. Power outages: More than 10,000.

VIRGINIA

Utilities brought in crews to help restore power after high winds and snow. A curfew was ordered Monday on Chincoteague Island. Power outages: More than 131,000.

WASHINGTON, D.C.

Federal and local governments will remain closed Tuesday along with the courts, public schools and the Metro system that serves 1.2 million weekday customers. Widespread cancellations are expected at the region's three major airports. Power outages: 25,000.

WEST VIRGINIA

Some areas are buried under more than a foot of snow. A woman was killed in a traffic crash. Power outages: More than 128,000.

WISCONSIN

A village along Lake Michigan suggested residents evacuate Tuesday morning because of the possibility of dangerously high waves and flooding.

Nine colorful and endangered tree-dwelling tarantulas discovered in Brazil

ScienceDaily (Oct. 30, 2012) ? Arboreal tarantulas are known from a few tropical places in Asia, Africa, South and Central America and the Caribbean. These tarantulas generally have a lighter build, thinner bodies and longer legs, better suited for their habitat. They have increased surface area at the ends of their legs, allowing them to better climb different surfaces, while their light build makes them more agile.

Their core area is the Amazon, from where most of the species are known and normally very common, living in the jungle or even in house's surroundings. Now, nine new species were described from Central and Eastern Brazil, including four of the smallest arboreal species ever recorded.

The study was performed by Dr Rog?rio Bertani, who is a tarantula specialist and a researcher at the Instituto Butantan in Sao Paulo, Brazil. His results have been published in the open access journal ZooKeys.

"Instead of the seven species formerly known in the region, we now have sixteen," said Dr Bertani. "In a resurrected genus with a mysterious single species known from 1841, we have now five species." "These are the smallest arboreal tarantulas in the world, and their analysis suggests the genus to be very old, so they can be considered relicts of a formerly more widely distributed taxon."

Other discoveries include new species of tarantulas living inside bromeliads. "Only a single species had been known to live exclusively inside these plants, and now we have another that specialized in bromeliads as well." A further species was found at the top of table mountains where trees are rare. "This species also inhabits bromeliads, one of the few places for an arboreal tarantula to live that offer water and a retreat against the intense sunlight" he says.

The discovery of all these new species outside the Amazon was unexpected and illustrates how little we know of the fauna surrounding us, even from hot spots of threatened biodiversity like the Brazilian Atlantic Rainforest and the Cerrado (a kind of savannah vegetation). These species are highly endemic and the regions where they live are suffering high pressure from human activities. Therefore, studies for their conservation are necessaries. Furthermore, all these new species are colorful, which could attract the interest for capturing them for the pet trade, constituting another threat.

UFC president Dana White is known as many things: entrepreneur, visionary, hothead, Pinkberry fan. According to the Las Vegas Review-Journal, he also deserves the title great tipper.

White and the UFC have apparently cut ties with the Palms, the Las Vegas Casino that has hosted several of the UFC's smaller events. White's credit line was reportedly cut, and the biggest loser from the fallout is the staff. White was known to give exorbitant tips to dealers and waitstaff.

"He changed people's lives," said one of the sources ... During one two-month hot streak, White tipped dealers more than $100,000, sources confirmed. "Anytime he came in, we knew it was a big payday," a Palms employee said.

The Palms and UFC fans are also losers in this because their venues were fun places to watch fights. They have intimate venues that are nothing like the arenas the UFC uses for some of their bigger pay-per-views and Fox shows.

It was perfect for "The Ultimate Fighter" finale and Ultimate Fight Night events. Fans could get closer to the action. Diego Sanchez's memorable win over Clay Guida sticks out as one of the fights that was perfect for the Palms. Every punch, every blood drop that flew, every kick was clear to every fan in the venue.

Sandy leaves 145,000 Canadians without power, one dead

(Reuters) - Sandy toppled trees and power lines in the Canadian province of Ontario, leaving at least 145,000 people without power on Tuesday, including 55,000 in Toronto, the country's financial center.

Strong winds whipped up debris, killing a Toronto woman on Monday.

The Toronto Stock Exchange was set to remain open, making it a North American island of equity trading for the second successive day, with U.S. stock markets closed.

Numerous flights on Air Canada, WestJet Airlines, Porter Airlines and other carriers between the U.S. Northeast and Toronto's Pearson International Airport and Billy Bishop Toronto City Airport were canceled.

"It's been a long night," said Mike Bradley, mayor of the Lake Huron border city of Sarnia, Ontario, where winds are expected to gust to 100 km/h (60 mph).

"Waves were running from six to nine meters, which people around here cannot remember for at least a generation," he told CBC. "I'm sitting in the dark, we've just lost the power."

Ontario officials had warned people to stay inside as gusts from the huge storm swept through the province, citing risks of flooding and other damage. But the impact was tiny compared to the vast outages and widespread flooding seen in the U.S. East Coast.

NEW YORK, Oct 30 (Reuters) - A possible levee breach in northern New Jersey on Tuesday, flooded three towns with 4 to 5 feet (1.2 to 1.5 meters) of water in the wake of Hurricane Sandy, prompting the evacuation of hundreds from their homes.

The towns of Moonachie, Little Ferry and Carlstadt were underwater after the swollen Hackensack River broke its banks, affecting around 2,000 residents, said Jeanne Baratta, chief of the Bergen County Executive.

Baratta, who was on the scene with emergency personnel, said there was the possibility that the river overflowed its banks rather than broke a levee while a New Jersey State Police spokesman described it as a levee break in the borough of Moonachie.

How to Win Friends - Begin Meditating

The most useful book I?ve ever read hands down is How to Win Friends and Influence People by Dale Carnegie. I just finished reading it again for about the 9th or 10th time, and I still come across reminders that help me every day in almost every human interaction I have. There should be a mandatory How to Win Friends class and exam for every citizen in order to graduate high school.

The book is the bible for resolving interpersonal relationship and communication issues, and was the result of years of painstaking research on the part of Carnegie interviewing the most successful businessmen and leaders of his time.

How to Win Friends inspired me to make a conscious effort to remember peoples names years ago (?a person?s name to that person is the sweetest and most important sound in any language?). It was also responsible for me relinquishing my need to be right, even if I knew that I was indeed right (?doesn?t matter,? reminds Carnegie, ?a man convinced against his will is of the same opinion still?). Carnegie outlines the anatomy of an argument and strongly advises the reader to avoid arguments at all costs: ?look for areas where you can admit error and say so. Apologize for your mistakes. It will help disarm your opponents and reduce defensiveness.?

This book should not only be read by everyone on the planet, but it should be re-read at least once a year as a refresher. There are actually many Vedic themes in this book as well, and any student of the Veda will see a slew of parallels between Carnegie?s findings and ancient principles that have been around for thousands of years. I guess none of this is new, but Carnegie certainly packages this knowledge in one of the freshest and most accessible ways that I?ve ever come across.

Get a copy as soon as you can. If you have one, read it again. I have a sneaking suspicion that it will be the most relevant book you?ve read too.

African Giant Pouched Rats as Invasive Species: Ecological, Agricultural and Public Health Threats

Early today, I Skyped in and gave a quick presentation to University of Louisville BIO 263 Environmental Biolog students.? My friend and colleague Dr. Tommy Parker is an Assistant Professor and Director of the Urban Wildlife Research Lab. The course focuses on the relationships between humans and the environment. Topics include ecology, population biology, modifications to the environment, resource use, land use planning, pollution, and energy. The goal is to better understand the biological principles of environmental effects on living organisms with emphasis on the ecological relationships of man, resource exploitation, pollution, environmental degradation, and the social problems that human use (and misuse) of the environment create.

I gave them a little introduction to African Giant Pouched Rats, sometimes call Gambian Pouched rats, Cricetomys gambianus.? My rats, as cute and interesting and I think they are, are an exotic animal, not native to the United States. And they have made the news more than one time for their presence in the Grassy Keys of Florida. Local Fish and Wildlife and Conservation authorities are worried about this rodent, especially if it ever reaches the mainland.? This species has the potential to become an invasive species and wreak havoc on our natural ecology, agriculture and public health.

In April 2003, there was a human monkeypox outbreak in the the midwest US (Hutson et al. 2007). Pouched rats were co-housed with prairie dogs, Cynomys ludovicinus, at an exotic pet store. A few dozen people were ill, most notably a few young children.? The Centers for Disease Control (CDC) and local health officials got things under control, but as a result, rodents from African and especially African Pouched Rats, were no longer allowed in the US.? Getting special permission to bring these animals to the United States and do my research is time-intensive. It also means, I have to be very, very careful about how I handle these animals.

These animals could cause a trifecta of devastation to Oklahoma and the United States: agricultural, ecological, and zoonotic.? And all of it could be traced back to me (and my university). I don?t want to become famous for something like this.

From my searches of the Wiki I do not find anything that covers more of the "theory of operation" around tunnels. WeeeZer14 mentioned to me that it comes up enough it would be good to have something to reference. Currently on our Map Editing Page we have a TODO item on Tunnels. It is listed as "How to add tunnels", but currently nonexistent. We can link that to this page and cover any aspect of the tunnel.

I propose a full page with the following basic information. Below is the basic content/outline. Any comments or suggestions are welcome. Once we get far enough along we can create the actual "Tunnel" Wiki markup and add the appropriate interpage Wikilinks. I need feedback on the Theory of Operation section since I am making that up based on what I know about the segment tracking.

Also I rarely go though any tunnels, but I have one just north of me (mostly straight) that I can do some basic tests as needed. If someone has more experience with tunnels please speak up.

I did find a few threads talking about tunnels and sound like the problem is worse than I have described. My description appears to be the solution after the Waze client app uses the accelerometer in the phone. Is it possible some phones provide more tracking in tunnels than others? If we don't know I can pose the question to the Waze team to try to get an answer.

Tunnels are no different from any roadway segment(s) including bridges, viaducts, overpasses, etc. The are drawn and modified the same way as any other road using the geometry nodes to shape the roadway through the tunnel.

==Theory of operation==
The complication with navigation through tunnels is that generally they obscure GPS communication and cell phone data connections. The Waze servers track each mobile device (driver) as they enter and exit each segment along their route. With the start and end times of each segment, the Waze server can calculate the average speed of drivers through that segment. This is how the Waze server can determine if the tunnel traffic is flowing normally, or if there is a slowdown of the vehicles in the tunnel even without the GPS tracking information while inside the tunnel.

==Creating a tunnel==
Due to the GPS and mobile device data communication problems inside tunnels, the mapping process of the tunnel is difficult if it does not follow a straight path from the entrance to the exit. The important point of any tunnel mapping is to at least connect the two entrances to enable the routing engine to use the roadway through the tunnel as appropriate for destinations on the other side of the tunnel.

Find on the visual map the locations of the two entrances of the tunnel. If you know the tunnel is a straight path through the tunnel you can simply draw a new straight road between the two entrances and name the segment appropriately. If you don't know the path of the tunnel personally, check to see what is shown with the GPS tracks through that area. If it shows a consistent path of curves, then the active mobile devices are able to track and communicate the data back to the Waze server and you should lay out the road following that path by altering the geometry nodes to match it.

If you know the roadway is curved by personal experience and there are no matching curved GPS tracks, consider estimating about where the curves exist inside and shape the segment using the geometry nodes. Then once that new roadway segment is live on the client app you can drive through that tunnel and if the mobile device has the ability to generate its own internal GPS estimate you can see about where on the map your vehicle is in relation to the roadway. Note where the road may turn before or after the map display and make adjustments when you return to the map editor later. Although it is not critical that it match exactly, it is helpful for drivers to have the visual route be similar to the real road as they pass through the area.

==Junctions in tunnels==
Some roadways through tunnels include splits or exits to other routes inside the tunnel. Creating the split is done the same as with any other junction. East Coast storm wreaks havoc on presidential race

CELINA, Ohio (AP) ? Republican presidential candidate Mitt Romney and President Barack Obama frantically sought to close the deal with voters with precious few days left in an incredibly close race as this year's October surprise ? an unprecedented storm menacing the East Coast ? wreaked havoc on their best laid plans.

Ever mindful of his narrow path to the requisite 270 electoral votes, Romney looked to expand his map, weighing an intensified effort in traditionally left-leaning Minnesota. Obama sought to defend historically Democratic turf as the race tightened heading into the final week.

Wary of being seen as putting their political pursuits ahead of public safety, the two White House hopefuls reshuffled their campaign plans as the storm approached. Both candidates were loath to forfeit face time with voters in battleground states like Virginia, which is likely to be afflicted when Hurricane Sandy, a winter storm and a cold front collide to form a freak hybrid storm.

"The storm will throw havoc into the race," said Sen. Mark Warner, D-Va., noting that a Monday rally in his state with Obama and former President Bill Clinton has already been canceled.

Obama, preparing to depart for Florida a day early to beat the storm, followed up a morning church service with his daughters with a visit to the Federal Emergency Management Agency's headquarters, where the president was briefed before speaking by phone to governors and mayors in affected states. Hours before rainfall was expected to begin, Obama declared a state of emergency in Maryland, freeing up federal funds to aid local response efforts.

"Anything they need, we will be there," Obama said. "And we are going to cut through red tape. We are not going to get bogged down with a lot of rules. We want to make sure that we are anticipating and leaning forward into making sure that we've got the best possible response to what is going to be a big and messy system."

An opportunity for Obama to demonstrate steady leadership in the face of a crisis was offset by the risk that the federal government, as in past emergencies, could be faulted for an ineffective response, with the president left to take the fall.

Obama canceled campaign stops Monday in Virginia and Tuesday in Colorado to monitor the storm but planned to go forward with other events Monday in Florida and Ohio, with Clinton at his side. He planned to return to Ohio on Wednesday with stops in Cincinnati and Akron, followed by a Thursday swing through Springfield, Ohio; Boulder, Colo.; and Las Vegas.

Romney nixed three stops in up-for-grabs Virginia on Sunday, opting instead to campaign with running mate Paul Ryan in Ohio before heading Monday to Wisconsin, where the former Massachusetts governor has chipped away at Obama's lead.

"Let's today when we get home put in our prayers the people who are in the East Coast in the wake of this big storm that's coming," Ryan said in Celina, Ohio.

As Ryan discussed the approaching end of the race, the crowd erupted with chants of "nine more days."

Also vexing to Obama and Romney was the prospect that bad weather could hinder early voting and get-out-the-vote efforts, key components for both campaigns in the waning days of the campaign.

"Obviously, we want unfettered access to the polls, because we think the more people that come out, the better we're going to do," said David Axelrod, a top adviser to Obama's campaign. "To the extent that it makes it harder, that's a source of concern."

Boarding Romney's campaign bus in Dayton, Ohio, Sen. Rob Portman hedged when asked whether the storm could affect turnout in his hotly contested state: "We'll see. On early voting, it might."

Signs of the storm's enormity were quickly mounting. New York City prepared to shut down its mass transit system and ordered some residents to evacuate, while governors from North Carolina to Connecticut declared states of emergency. Airlines canceled more than 3,000 flights in anticipation of the hurricane, which has already killed more than 60 people in the Caribbean.

Virginia Gov. Bob McDonnell, whose state is among the most competitive in the race, said intensive contingency plans would prevent the storm from undermining voters' ability to cast their ballots.

"We've got about 2,000 additional people that are coming into Virginia to help our power suppliers," said McDonnell, a top Romney ally. "The state board of elections is already planning for extended hours in advance for absentee voting, and it's now a priority, moved up to the same level as hospitals and police stations to have power restored."

Getting voters to the polls ? whether early or on Election Day ? is one of the few elements of the race still in the candidates' control with little more than a week left in the race. Although Romney and Obama are in a close contest for the popular vote, the president continues to have the upper hand in the handful of contested states where the victor will be decided. An Associated Press analysis shows Romney has fewer routes than Obama to reach the 270 electoral votes he needs to oust the incumbent, although the Republican has pulled even, or is slightly ahead, in a few pivotal states like Virginia and Florida.

With time running out, both campaigns appeared to be fine-tuning their map of the states where they're campaigning the hardest.

A senior Republican official, speaking on the condition of anonymity to disclose private deliberations, said Sunday that the Romney team was seriously discussing sending Romney, Ryan or both to Minnesota during the final week. The state hasn't gone Republican in the presidential race since 1972, but recent polling shows a tighter race there than most anticipated. Both campaigns are buying TV time in the state, but neither has dispatched a member of the ticket for a public event since Vice President Joe Biden visited in August.

In a flashback to the 2008 race, Obama's campaign announced that Biden will campaign Thursday in Pennsylvania, reprising a visit to his hometown of Scranton that he made during the final week four years ago. Pennsylvania too has been Democratic territory in recent years, but Romney has continued to contest the state, with an advertising assist from the Republican Party.

Eager to show energy and momentum on their side, both teams took to the Sunday talk shows to quibble over which candidate is faring better in state-level efforts to get supporters to the polls.

"Our people are coming out," said Stephanie Cutter, Obama's deputy campaign manager. "Ohio, Florida, the first day of early voting in Florida yesterday ? record numbers of people are coming out to vote. It's something like we've never, ever seen. And that's a sign."

Reince Priebus, the GOP chairman, pointed to recent gains for Romney that have lifted him to a virtual tie in most national polls. "The challenger always wins in a tie race," he said.

Axelrod, Priebus and McDonnell spoke on CNN's "State of the Union." Warner spoke on "Fox News Sunday" and Cutter on ABC's "This Week."

Ahead of the Bell: US consumer Spending

WASHINGTON (AP) ? Americans likely spent more money in September and earned a bit more.

Economists were looking for consumer spending to increase 0.6 percent in September, up from a 0.5 percent increase in August. Income was expected to have risen 0.3 percent, slightly faster than the 0.1 percent gain in August. The Commerce Department was scheduled to release the report at 8:30 a.m. EDT Monday.

The report will be released despite the threat from Hurricane Sandy, which is bearing down on much of the East Coast.

A pickup in consumer spending helped lift economic growth in the July-September quarter to a still-modest 2 percent annual rate. The overall economy had grown at a 1.3 percent rate in the April-June period.

Consumer spending is closely watched because it accounts for 70 percent of economic activity.

While the slight acceleration in growth in the July-September period was seen as encouraging, economists are still worried that the economy is stuck in a slow-growth rut. Few Americans are seeing the level of pay increases needed to spur enough spending growth to rapidly lower unemployment.

Republican Mitt Romney has made Barack Obama's handling of the economy the key issue in his campaign to make Obama a one-term president.

The slight pickup in growth last quarter occurred in large part because consumers spent more. Consumer spending grew at an annual rate of 2 percent, up from 1.5 percent spending growth in the spring quarter.

In September, consumers spent more money at retailers, a buying surge that reflected higher consumer confidence and the launch of the latest iPhone. Retail sales in both September and August rose at the fastest clip in two years.

The spending gains reflect in part rising consumer confidence. The University of Michigan reported Friday that its final consumer sentiment index for October had hit a five-year high. Falling gas prices and a slightly better job market were credited with lifting consumers' outlook.

The unemployment rate fell to 7.8 percent last month, the first time it has been below 8 percent since January 2009, the month Obama took office.

The economy is getting support at the moment from a revitalized consumer and the early stages of a housing recovery. But more than three years after the Great Recession ended, the nation continues to struggle because businesses are reluctant to invest and slower global growth has cut demand for exports.

While the rise in consumer confidence suggests that spending will keep growing, the concern among economists is that income growth is still lagging and the economy is not growing fast enough to spur a significant upturn in hiring.

The Federal Reserve at a meeting last week said it planned to continue its economic stimulus efforts, including a program in launched in September to buy $40 billion monthly in mortgage bonds as a way to drive mortgage rates lower and stimulate more home sales.

The Fed said it would keep up its currents efforts and would consider doing even more until it saw a substantial improvement in employment. Some economists believe that it will take until the second half of next year for the Fed's program to boost economic growth into a range of 3 percent or higher.

Grading and supporting U.S. education: Study examines consequences of international comparisons

ScienceDaily (Oct. 29, 2012) ? K-12 schools in the United States are often criticized for falling behind their counterparts in other countries, but a new Cornell University study suggests that this "negative spin" does not increase public support for spending more to improve the nation's schools.

Presidential hopefuls, local school board candidates, and even companies like Exxon Mobil stress the need to have the best education system in the world to be competitive in the global economy. President Obama's education issue webpage, for example, begins with the statement, "To prepare Americans for the jobs of the future and help restore middle-class security, we have to out-educate the world and that starts with the school system" (http://www.whitehouse.gov/issues/education). And, in the first presidential debate, Mitt Romney unveiled a five point jobs plan for 70 million television viewers. Romney presented "Number three" as "Make sure our people have the skills they need to succeed and the best schools in the world. We're a far way from that now."

"But my research concludes that comments such as Romney's erode support for public schools and decrease interest in spending additional money to improve them," said Stephen Morgan, Cornell professor of sociology and lead author of the study "The Consequences of International Comparisons for Public Support of K-12 Education," published in the latest issue of the journal Educational Researcher.

With results from a randomized experiment on a nationally representative sample of adults (aged 18 to 93), the study concludes that statements such as these convince approximately seven percent of adults to lower their grades for public schools in their own communities from "A" or "B" to "C," "D," or "Fail." And, when asked whether we spend enough money on improving the nation's schools, a similar percentage of respondents shifts from the position that we spend "too little" toward "about the right amount" or "too much." Overall, "people think worse of their schools, but there is no evidence that they are then convinced to spend more money to fix them," said Morgan.

The percentage of the national sample that is shifted by international competitiveness concerns may be modest, "but seven percent could be enough to flip the outcome of a school levy vote or a local election," said Morgan.

Morgan says that international comparisons shouldn't necessarily be avoided altogether, especially by candidates or interest groups that favor cost-neutral reforms. And they are probably effective in generating interest in education reform in general. "I'd guess that they are partly responsible for convincing some of my own students to care about educational reform and to apply to programs like Teach For America," said Morgan.

Insight: China grassroots democracy challenge awaits new leaders

XIANGSHAN/WUKAN, China (Reuters) - Hua Youjuan is an unlikely Chinese official.

Free-spirited but driven, she left her village at age 17, got a degree in marketing, and opened a string of businesses in nearby cities in eastern China before settling in the coastal boomtown of Ningbo, 160 km (100 miles) from home.

She never looked back - until she got a phone call two years ago that set off a chain of events that would turn her into an anti-corruption campaigner, then the elected head of her village and, finally, into a disillusioned witness to the ruling Communist Party's attempts at limited grassroots democracy.

Her story, as she tells it, ends with a party unwilling to yield power and with her campaign losing momentum - a tale that reveals one of the most challenging riddles facing China's incoming new leadership team: how can the party shore up its waning legitimacy without loosening its grip on power?

So far, an answer has been elusive.

Critics say political reform stalled as the current leadership focused on delivering economic growth. Rumors have circulated ahead of the once-in-a-decade transition that leader-to-be Xi Jinping and his colleagues may be willing to push through much needed reforms - but it is far from clear.

Large-scale protests have increased in China, reflecting anger over corruption and the lack of government accountability and transparency - the kind of unrest that experiments in grassroots democracy, like the one Hua Youjuan participated in, were meant to help short-circuit.

Instead, Hua said democracy in her home village of Huangshan, in eastern Zhejiang province, was never allowed to fully succeed, thwarted by senior party officials who she accused of resisting her campaign to root out corruption.

"If real reform comes, then I don't mind staying where I came from, but if things continue like this I just don't see hope," she told Reuters.

Hua's frustrations are shared in other villages that have been to the ballot box, including China's most famous testing ground for greater democracy, the southern fishing village of Wukan where a violent standoff over government land seizures led last year to the sacking of local leaders and elections.

On the first anniversary of the Wukan uprising in September, more than 100 villagers rallied outside Wukan's party offices to protest against what they saw as slow progress by their newly elected village committee to return seized land. Some critics say the committee was outmaneuvered by higher party officials.

China has experimented with limited democracy since the 1980s, holding nationwide village chief elections and giving people a voice in low-level government budgeting in some locales.

But China experts say most of these efforts have fizzled because of opposition from within the Communist Party, and that mass protests are still frequent. Some experts such as Sun Liping of Tsinghua University estimate there could have been 180,000 mass protests and riots in China in 2010.

"Most people I know and meet know change is going to happen, but I don't think anybody knows what kind of change and I don't think anybody really knows how to initiate change," said Tony Saich, a professor at Harvard's Kennedy School of Government.

"You can only push a ball down the road so long before it runs out of control."

IMPEACH THE LEADER

In October 2010, the ball ran out of control in Huangshan village, a suburban warren of houses and small factories on the south side of the city of Hangzhou.

Convinced their local party boss was getting rich through corrupt means, residents launched a sit-in to block a construction project he was involved in.

Hua, living in Ningbo, did not even know it was happening, but her father joined the movement, collecting donations from the village's 6,000 residents to keep the protest going.

A friend of Hua's with close ties to the local government called her and asked her to return to Huangshan to plead with her dad to quit. She did so in early November, but her father refused and the movement gained momentum.

"He said, 'Telling me to stop is worse than telling me to go and die at this point'," she recounted.

Police increased the pressure, summoning Hua and warning that her father could get into trouble if he did not stop.

That turned out to be the wrong tack with the 36-year-old who has a soft smile but a hard head.

She demanded to know what law his actions violated, and then left uncowed. She then became part of the villagers' movement, suggesting they step up their protest by trying to impeach the party chief from his role as head of the village economic cooperative. They began collecting signatures.

On November 10 officials from the district that oversees Huangshan village came to negotiate, but the villagers blocked their exit for several hours. Police were called to get them out, Hua said.

The next day, villagers, officials and police scuffled over the village financial books, which were to be collected by investigators for a probe into the party chief. Hua was summoned by police for questioning. Thousands of villagers gathered outside the police station to demand her release, Hua said.

She was finally freed around midday the next day and given a hero's welcome replete with flowers. "From that day the villagers started to know who I was," she said.

By the end of November, the tension seemed to have peaked. The party chief stepped down and was subsequently put under house arrest, according to Hua.

OPEN NOMINATION, CLOSED SELECTION

With the new year came hope as the wheels of village democracy began to turn.

First, the party selected leaders for the village party branch, a body that technically parallels the village committee but in reality holds more power, through a new and relatively open mechanism. Villagers were allowed to nominate candidates, and the party would then pick a leader from among the top five.

The process, called "open nomination, direct election", was part of the party's latest nationwide attempt to infuse public affairs with a degree of accountability.

Party leaders have directly dismissed the possibility of China adopting "Western-style", multi-party democracy, but the concept of "intra-party democracy" - more openness and competition behind the red wall of the 80 million-strong party - has gained traction and there appears to be consensus behind it.

Li Yuanchao, who is expected to join China's top leaders in the Politburo Standing Committee at the 18th Party Congress in November, championed "open nomination, direct election" when he ran Jiangsu province from 2002-2007.

China watchers say the concept of intra-party democracy is likely to get a boost at next month's congress - where China's new leadership team will be unveiled - but critics say this misses the point.

While village elections are enshrined legally in China, fair votes free of behind-the-scenes meddling are relatively rare.

In Huangshan, Hua was elected village chief in April 2011 despite eligibility rules she said were an attempt to prevent rebellious villagers from standing.

The old party and village bosses were out, but Hua soon found she could not work with the new party chief, who outranked her in China's hierarchy of officials, and who she said was favored by party officials at higher levels.

In July, the villagers started to organize again to petition the Hangzhou government and party officials called Hua to step in. Instead, she turned off her phone and ignored them.

The response was swift. Thirteen people were arrested, 10 of whom, including Hua's father and brother, were brought up on criminal charges for previous actions, she said.

Multiple phone calls to the party office of Wenyan township, one level above Huangshan, to seek comment for this article went unanswered. The Xiaoshan district party office, above Wenyan, had no immediate comment on the situation in Huangshan when contacted by phone.

COMPLETELY OPEN

A day after Lunar New Year this year, Hua went to the village of Wukan in southern Guangdong province where an uprising against illegal land sales had resulted in concessions being granted by the province's high-flying leader, Wang Yang.

She said she went on a whim, feeling lonely with her brother and father still in detention with no court date yet set, and hoped to learn something from the Wukan experience.

For Hua and others, Wukan symbolized the possibility of rural activism in China and opened a path toward more democratic, equitable and transparent village governance.

In Wukan, decades of strong-arm rule by its former village party secretary, Xue Chang, had resulted in widespread abuses of power. Villagers felt powerless, unable to choose their own village chief or village committee representatives.

In September last year, these tensions boiled over into a protest movement which led to village elections in March.

Villagers flocked to vote. The poll also drew plaudits for using secret ballot boxes and open nominations and it resulted in the new village committee being largely comprised of former protest leaders.

But even in Wukan the new officials have had a tough time achieving their goals - partly, some say, for the same reason Hua is frustrated: higher-ranking party officials are opposed.

Zhuang Liehong, a core village committee member and advocate of improved grassroots democracy and governance, quit recently in frustration at the limited progress in negotiating the return of seized land from uncooperative higher authorities.

"If after the 18th party congress there isn't further progress in getting back our land, more will quit," said Zhang Jiancheng, another democratically elected member of the new Wukan village administration.

Pressure is building around China, said Minxin Pei of Claremont McKenna College in California.

"That's a political reality we cannot ignore," he said, adding China's new leaders must push through reforms or pay a high price.

"If they don't push, where they end up is lots and lots of Wukans, lots and lots of Shifangs and Qidongs," he said, citing other places where large violent protests have erupted recently.

Hua, who Reuters first met in Wukan, said she was worried things in her village could back-slide if she did not run again when her term ends in 2014.

"If I can do this and feel like there are results then it's something I want to do," she said. "But if, for instance, another term is going to be like this, without being able to change anything, then I don't want to do it."

(AP) ? An orangutan that was shot with an air rifle has been rescued in the Indonesian part of Borneo, and rescuers are working to remove 104 pellets from her body, a conservationist said Saturday.

The wounded female ape was discovered this month on a palm oil plantation in Central Kalimantan province, according to Tigor Nainggolan, a manager with the British-based Orangutan Foundation.

It's not known who shot the orangutan, believed to be about 15 years old.

Nainggolan said veterinarians managed to remove 32 of the pellets lodged in her body and head during a three-hour surgery on Oct. 20 at a hospital in the town of Pangkalan Bun, where an X-ray found 37 bullets in her head and 67 others in the body.

He added that another operation will be performed depending on her condition.

The ape, named Aan, was blinded in her left eye by the pellets.

Indonesia is home to about 90 percent of the orangutans left in the wild, but half its plush rain forest been cleared in the past half-century in the rush to supply the world with timber, pulp, paper and more recently, palm oil.

As a result, most of the remaining 50,000 to 60,000 apes live in scattered, degraded forests, putting them in frequent, and often deadly, conflict with humans.

A survey last year by the Nature Conservancy and 19 other private organizations, including the WWF and the Association of Indonesian Primate Experts and Observers, found that villagers living on the Indonesian side of Borneo killed at least 750 endangered orangutans in a year, some to protect crops from being raided and others for their meat.
