In our November issue, PRT ran an article about Brent Bowden's recent leasing of a storage shed in his Third Avenue equipment yard, and related permit issues. As we noted in that article, improvements may need to be made to the storage shed on that lot, which is to be used as an office by Wildcat Silver Company.
Town Manager David Teel issued a Temporary Use Permit to Bowden in early November, with the condition that the lot and road were not to be used for the delivery of mining equipment, not by any delivery vehicle larger than a 3/4 ton pickup.
The issue of traffic on that area of Third Avenue by heavy equipment vehicles is of particular concern to several residents whose homes are in close proximity to Bowden's yard. So when neighborhood resident Summer Lewton learned from someone in Wildcat's new office that they anticipated delivery of some core samples the following week, to be transported to the lot in semi trucks, she advised the Town Manager of the intended delivery.
On November 7, two green shipping containers were transported to the equipment yard, arriving on flatbed 18 wheel trucks. The Town Manager was advised of the deliver and visited the site, after which he wrote a letter to Bowden, informing him that the full use permit process, including hearings before the Planning and Zoning Committee and Town Council, would be required for permitting of Wildcat's office. Teel's letter explained that this was being required following his inspection of the equipment yard, where he observed "semi trucks with large storage containers" - in violation of terms of the temporary lease permit issued to Bowden.
