CARNOUSTIE, Scotland (AP) ? Caroline Masson of Germany shot a 4-under 68 to double her lead to two strokes after the third round at the Women's British Open on Saturday.

The 22-year-old Masson made three birdies in the front nine and three on the back to hold off a late charge from Yani Tseng. The top-ranked Taiwenese player closed within a shot at one stage after picking up five strokes in as many holes, including an eagle.

"I was quite nervous at the start," said Masson, who has totaled 15-under 201. "I hit a poor tee shot at the first and then three-putted from 40 feet, but I settled down with a birdie at the next when I hit my 5-iron to 7 feet and holed it.

"I hit some really good shot out there today and really enjoyed it. The wind was a bit stronger and there were some tough pin positions."

Masson birdied No. 5 with a lay-up to 10 feet and the long No. 6 with an approach to 30 feet and two putts. At No. 11, she holed from 7 feet, then got up and down from a greenside bunker at the long 14th for another birdie.

Her last was at No. 17 but she dropped a shot at the next after hitting into another greenside bunker.

Masson will play the final round Sunday with Tseng, the 22-year-old prodigy who already has won four majors.

"It should be really enjoyable. Yani seems very nice and I'm sure I'll learn a lot playing alongside her," Masson said.

For Tseng it also will be a new experience.

"I have never seen her play," she said.

Catriona Matthew of Scotland leads the home challenge, but she is six shots off the pace after hitting a 68. Inbee Park of South Korea is also at 207 for a share of third place.

Another Korean, Na Yeon Choi, is alone in fifth on 208 after a 72. Brittany Lang, Sophie Gustafson and Se Re Pak share sixth place a shot further back.

The American challenge never materialized. Lang (69) rose from a share of 18th place but is one stroke worse off than at the start of the day. Paula Creamer (71) is at 6 under, and Brittany Lincicome (76) is 13 back after only being five behind overnight.

First-round leader Meena Lee, tied for second overnight, fell out of contention with an 80 to sit at 2 under.

Ramban: Why was Parshas Nedarim given over specifically to ?Roshei haMatos??

Our parsha begins with Moshe Rabbenu telling the Jewish people the laws of Nedarim [vows]. The beginning of the parsha is unique in that it begins with the words ?Speak to the heads of the tribes saying?? Most of the Torah was either told directly to the children of?Israel?(Daber el bnei Yisroel) or it was said to the Kohanim (Emor el haKohanim). We do not have any other portion that told specifically to the Roshei haMatos [Heads of the tribes].

The early commentaries themselves were bothered by this question. The Ramban in his Chumash commentary suggests that Parshas Nedarim is something that should not be said over to the masses. The concept of taking oaths and vows is very stringent; and when people will hear that you can be ?matir? a neder or a father or husband can be ?mefir? a neder, they will come to take these matters lightly. [Matir, Mefir, and Hataras Nedarim are technical terms for halachic devices that permit the "undoing" of vows.] Consequently, according to Ramban, these laws were only given to the Roshei HaMatos, the leaders of the nation, who could be trusted to deal with these concepts with the level of sophistication and reverence that they deserve.

Alternate Opinion of the Chasam Sofer on the same question:

The Chasam Sofer, however, offers a different answer to this question. The Chasam Sofer suggests that the leaders of the nation had a special need to be aware of these laws. The Chasam Sofer quotes the story of the Shofet [Judge] Yiftach, who in haste made a vow to offer as a Korban to G-d the first thing that came to greet him when he returned victoriously from battle. The first thing that came to greet him was his daughter. [Yiftach was the leader of?Israelduring the time of Judges (Shoftim Chapter 11).]

The Medrash in Bereishis Rabba asks, Why didn?t Yiftach go to Pinchas, the grandson of Aharon HaKohen, and have his vow ?permitted? through the vehicle of ?Hataras Nedarim?? The Medrash answers that Pinchas was waiting for Yiftach to come to him (he being the ?Gadol haDor?) and Yiftach was waiting for Pinchas to come to him (he being the chief political and military officer in the country). While each was trying to protect the honor of his own position, the life of the daughter was lost.

The Medrash says that both Yiftach and Pinchas were punished for this:

Yiftach lost his life in a terrible disease where limbs started falling off one by one (as it says, ?he was buried in the cities (plural) of?Gilead?) and Pinchas lost his ability to receive Ruach HaKodesh. The Chasam Sofer says that perhaps this is why the Torah was particularly concerned that the leaders be extremely careful and well versed in the laws of Nedarim.

Two observations are to be made on this teaching:< br>

1. We cannot project our own petty midos on people of the stature of Pinchas and Yiftach. Although the Medrash does say that in this situation they were punished for their actions, we must never confuse our own petty shortcomings with those of people who were Gedolei Olam [Unimaginably great leaders (literally "greats of the world")].

2. Many times, we see people do things because their Kavod [(personal) honor] was slighted. They do these things even though doing so is clearly to the detriment of both them and their own families. It is not unheard of for a person to sacrifice his own welfare or the welfare of his children on the altar of his ego. When a person?s Kavod is affected, he can literally let his own children die.
We as human beings have a passion for kavod. The older we get, the more we have a tendency to be particular about our honor. A person needs an independent opinion to turn to ? be it his Rebbi, his Rav, his Rosh Yeshiva, or hi s good friend ? who can open his eyes to his own blindness regarding matters of Kavod. Only an independent opinion can help prevent a person from leading himself to self-destructive action or inaction.

Over the past several months, I have noticed that an increasing percentage of my clients have been expressing concerns about a lack of passion and meaning in their work. It won't take you very long, and I can almost guarantee that the results will give you a whole new perspective on your own job or career path.

"Passions and Gifts" is a wonderful exercise to keep you focused on the larger purpose of all your work. It connects you to your "WHY" and is also a great tool to help sharpen your delivery during business meetings and job interviews.

Samsung second quarter profit slides 18 percent (AP)

SEOUL, South Korea ? Samsung's net profit slid 18 percent in the second quarter as weakness in semiconductors and liquid crystal displays countered the electronics giant's growing strength in smartphones.

Samsung, the world's biggest manufacturer of memory chips, LCDs and flat screen televisions, earned 3.51 trillion won ($3.33 billion) in the three months ended June 30, it said Friday in a regulatory filing. Samsung earned 4.28 trillion won the same period last year.

Samsung has suffered this year due to slack prices for electronic components amid oversupply and weak demand. Net profit slumped 30 percent in the first quarter amid declines in memory chip prices and reduced profitability in LCDs and TVs.

Second quarter sales at the Suwon, South Korea-based company rose 4.1 percent to 39.4 trillion won from 37.9 trillion won a year earlier.

"We were confronted with a difficult business environment overall," Robert Yi, a Samsung vice president, said on an earnings conference call. Global economic uncertainties persisted, and consumer demand for products such as personal computers and televisions was "soft."

He added that PC and TV demand weakness may continue in the current third quarter given that the global economci recovery remains unclear.

Yi said Samsung's revenue gain was "mainly due to strong handset performance led by continuing success of our smartphones," though emphasized that smartphones and tablets face intensifying competition. Both operating profit and sales in Samsung's memory business fell as weak global personal computer sales suppressed demand for DRAM, or dynamic random access memory, chips used in the devices, the company said in a release.

Samsung's display panel business racked up an operating loss of 210 billion won, reversal from profit of 880 billion won the year before, with sales declining 9 percent as LCD prices fell.

Yi called the results in that sector "quite disappointing."

Unlike in the past, the company did not provide specific figures for individual product sales volumes and prices during the quarter.

Yi cited "increased risks that the information we provide may adversely affect our own businesses" as among reasons for the company's decision to not give such details.

The bright spot in the second quarter continued to be mobile phones. Revenues in the company's mobile communications business, which includes phones, rose 45 percent from the year before. Sales of mobile phones increased from the previous quarter on the back of the company's flagship Galaxy S II smartphone.

Samsung, which ranks No. 2 in mobile phones behind Finland's Nokia Corp., has sold more than 5 million units globally of the updated smartphone since it went on sale in late April.

Samsung expects demand for mobile phones to increase 15 percent in the second half of this year driven by consumers upgrading to smartphones, it said in the release.

Shin Jong-kyun, president of the company's mobile communications business, has said previously that the company's sales target for mobile phones this year is 300 million handsets. Out of that total, the company expects 60 million to be smartphones.

Shares in Samsung, which announced results before South Korea's stock market opened, rose 0.8 percent to close Friday at 844,000 won. The company's stock price has declined 11 percent so far this year.

Oregon lawmaker David Wu to resign over sex scandal (Reuters)

PORTLAND, Ore (Reuters) ? Oregon Democratic Congressman David Wu, accused of an unwanted sexual encounter with a campaign donor's teenage daughter, said on Tuesday he will resign his seat to defend himself against "these very serious allegations."

The decision by Wu, 56, to step down came a day after he announced he would not seek an eighth term in office, as Nancy Pelosi, the top-ranking Democrat in the U.S. House of Representatives, referred the matter to the House Ethics Committee for investigation.

Wu becomes the latest in a long line of politicians from both parties to become caught up in sex scandals over the years, and the second House Democrat in little over a month to have his political career cut short by such a controversy.

New York Representative Anthony Weiner resigned in June after he admitted lying about sending lewd photos of himself to women over the Internet.

Wu's conduct has been called into question previously. He acknowledged earlier this year he was undergoing psychiatric treatment after his staff complained of erratic behavior, including his e-mailing of a picture of himself dressed in a tiger costume.

Wu, the first Chinese-American elected to Congress, did not give a precise date for his resignation, saying only that he planned to step down "effective upon the resolution of the debt-ceiling crisis."

Congress faces an early August deadline to pass legislation raising the nation's debt ceiling to avoid a U.S. default on its obligations.

While he made no explicit mention of the exact misconduct he is accused of, Wu said in his statement, "I cannot care for my family the way I wish while serving in Congress and fighting these very serious allegations."

Wu represents Oregon's 1st Congressional District, which encompasses the western side of Democratic-leaning Portland, the state's largest city, as well as more rural areas in Oregon's northwestern corner.

The governor will call for a special election to fill Wu's seat for the remainder of his term.

Details of the nature of the alleged encounter have not been disclosed. Wu has not denied the accusation but has acknowledged more than once the allegation is "serious."

"I have absolutely no desire to bring unwanted publicity, attention or stress to a young woman and her family," he said in a statement issued over the weekend.

The Oregonian said Wu's accuser, who has not been identified, is from Orange County, California, graduated from high school in 2010, and was 18 at the time of the alleged incident.

The newspaper said several of Wu's staff earlier this year listened to a distraught voice mail left by the woman, accusing Wu of aggressive and unwanted sexual advances.

One thing that was reported by all the inspectors alike was that the house was not bolted to its footing. As the seller found this very hard to believe, he asked the contractor to inspect much more closely.

Therefore the contractor inspected again with a keen look and found out that the house was bolted according to the 1955 standards. But, today?s guidelines require larger bolts spaced together closely. By the inspection of the two inspectors we can say that home inspection is just like the inspector.

The American Society of Home Inspectors or ASHI has set p tougher rules for its members like passing an exam and supervised assessments. Even though being an ASHI member is not a sign of competence, it only shows at least basic assessment standards. An inspector is actually liable to the court if his detection was not up to the mark and he missed something very important in the house. Generally, the inspectors harass the seller by recommending opinion of specific professional inspectors for each article in the house unless there is a noticeable problem.

20 dead, 9 missing in slow-moving Philippine storm (AP)

MANILA, Philippines ? At least 20 people have been killed and nine others are missing in floods and landslides unleashed by a slow-moving storm in the northeastern Philippines.

Civil Defense Administrator Benito Ramos said Wednesday that more than 640,000 people have been affected by Tropical Storm Nock-ten. Most of them are in Albay province, which has been inundated by heavy rains since Monday.

Forecasters say the storm made landfall on Aurora province Wednesday with maximum winds of 59 miles (95 kilometers) per hour and gusts of up to 75 mph (120 kph).

Nock-ten, a Laotian word for bird, is the 10th of about 21 typhoons and storms expected to lash the Philippines this year.

LSU officials have a message for students who ignore warnings about underage or binge drinking.

What else to make of the news that the university is to start brewing and marketing its own suds? It is hard to inveigh against the evils of drink and make money from it at the same time.

There is little doubt that LSU beer will prove profitable. Loyal students and alumni will be falling over one another to grab a case, provided the flavor meets their exacting standards.

It will be produced by Tin Roof, a Baton Rouge microbrewery, from a recipe drawn up by the LSU food science department. Perhaps due diligence would have required yours truly to sample Tin Roof?s other brews, but a rare lapse has occurred. Still, microbreweries typically excel bland national brands, and chances are good that LSU will provide the region with a decent cold one. It will come on draught and in cans.

Tin Roof, formed with assistance from the LSU?s business incubator, sold its first Beer less than a year ago. The new partnership with LSU looks like a major break for the business, but it is also touted as an educational opportunity. Food science students will start reporting to the microbrewery for fermentation class in the fall.

The business school is working on branding and a marketing plan, while the LSU official-beer logo will be rolled out soon. The launch is planned, naturally, for the upcoming football season. Although alcohol may not be sold at Tiger Stadium, there is plenty of it about on game day. Tiger fans and tailgaters are the prime target for the new beer, says William McGehee, an LSU alumnus and co-owner of Tin Roof.

The study of booze is hardly new to academe. The University of California, Davis, for example has a highly regarded viticulture school, but then wine is not only big business out there but a somewhat more hoity toity tipple than Beer.

No doubt LSU students in various disciplines will learn a great deal by making and promoting their own brew, and running a real business has obvious advantages over mere theory. But universities are traditionally expected to dispense wisdom rather than beverages.

Perhaps students will be more tempted to stray when they walk onto a campus with its own official beer. Certainly, the authorities will be in no position to say drinking it is wrong, except that, thanks to federal decree, it is illegal for anyone under 21. Nobody pays any attention to that, however, as a visit to any bar within walking distance of a college will confirm. If they are old enough to vote and fight in Afghanistan, let them have a beer, is the general view. As of football season, it might as well be an LSU Beer.

Although hitherto abstemious souls may take to LSU beer out of loyalty, its introduction is unlikely to make a discernible difference to the overall market. Vast quantities are going to be drunk anyway, and whatever success LSU enjoys will be at the expense of the Buds and the Millers, and nobody is going to shed any tears over that. If students and alumni will be sucking them down regardless, it might be argued that there can be no harm in launching a new brand.

LSU, moreover, needs money. Nobody knows how big profits will be, but Charles D?Agostino, director of LSU?s Business and Technology Center, thinks it may be impossible to brew enough to meet demand.

D?Agostino?s faith in his students and alumni is probably well founded, but if they can drink more beer than the university can brew, there are going to be some sore heads out there. Enthusiastic drinking has always been a feature of college life, but, hitherto, the authorities have at least been able to affect disapproval.

Now there is a bottom line to think about, the official line must be ?Cheers!?
