Obama administration simplifies health care form

(AP) ? The first draft was as mind-numbing and complex as tax forms. Now the Obama administration is unveiling a simplified application for health insurance benefits under the federal health care overhaul.

Details to be released Tuesday include a three-page short form that single people can fill out, administration officials said. Medicare chief Marilyn Tavenner, also overseeing the rollout of the health care law, called it "significantly shorter than industry standards."

The earlier draft of the application was widely panned, and administration allies feared uninsured people would give up in frustration. Administration officials say they have trimmed the paperwork burden back considerably.

One activist briefed on the changes said Monday the administration has made big improvements. Ron Pollack, executive director of Families USA, said the new application will be easier to navigate and much less intimidating.

Although the new forms may be shorter, it's unclear whether the administration can get rid of all the complexity. That's because applicants will have to provide detailed snapshots of their incomes to see whether they qualify for government assistance. Individuals will have to gather tax returns, pay stubs and other financial records before filling out the application.

Nearly 30 million uninsured Americans are eventually expected to get coverage through President Barack Obama's health care law. Enrollment starts Oct. 1 for coverage that takes effect Jan. 1. Middle-class people who don't get coverage through their jobs will be able to purchase private insurance, in most cases with the help of tax credits to make premiums more affordable. Low-income uninsured people will be steered to government programs like Medicaid.

Administration officials expect most consumers to apply online through new health insurance marketplaces that will be operating in each state. A single application form will serve to route consumers to either private plans or the Medicaid program. Identification, citizenship and immigration status, as well as income details, are supposed to be verified in close to real time through a federal "data hub" that will involve pinging Social Security, Homeland Security and the Internal Revenue Service.

Currently, applying for health insurance individually entails filling out a lengthy questionnaire about your health. Under Obama's overhaul, insurers will no longer be able to turn away the sick, or charge them more. The health care questions will disappear, but they'll be replaced by questions about your income. Consumers who underestimate their incomes could be in for an unwelcome surprise later on in the form of smaller tax refunds.

Food labeling 101: GMO, organic, and other common grocery labels decoded

Protester Dan Walters of Boise joins around 100 people protesting the use of genetically modified organisms (GMO) gathered near the Boise, Idaho, office of Sen. Mike Crapo last summer. GMOs have been the subject of much legal wrangling, from intellectual property disputes to proposed laws requiring GMO food labels in supermarkets. (Darin Oswald/The Idaho Statesman/AP/File)

Definition:?GMO stands for ?genetically modified organism.? The term covers any living form whose genetic material has been altered through genetic engineering. In the food world, the term applies mostly to crops that have been grown with the objective of adding or eliminating certain characteristics ? delayed ripening in tomatoes, for instance, or faster growth, nutrient resistance, or added nutrients. Done in a lab by injecting certain genes into a plant?s genome, genetic modification is a faster process than the selective breeding used by growers to develop certain characteristics in their crops.

Most GMOs aren?t consumed directly, though some are. The majority are commodity crops like soybeans and corn, which are later processed into a wide variety of foods. There are no genetically modified animals approved as food sources, though a GM salmon was nearing approval by the FDA late last year. ?

What it means for you: That depends on who you ask. GMOs are broadly considered harmless from a health standpoint, but they come with their share of issues. Opponents argue that GMOs haven't been studied extensively enough to determine the effects, and are pushing for GMO food labels in supermarkets. Some grocers agree; Whole Foods will require all GMOs sold in its stores to be labeled as such by 2018.

Politically, the GMO issue has been a firestorm on both sides: In March, Congress passed H.R. 933, which included a rider that critics are calling the 'Monsanto Protection Act' because it protects food giants like Monsanto from liability in the event that GMOs are found to be harmful. The backlash to the rider was so intense that the chair of the Senate appropriations committee responsible for the bill apologized. In late April, Congress introduced a bill that would require labeling of GMO foods. Last year, 55 members of the senate and house called on the FDA to mandate GMO labels, to no avail.?

GMOs have also been the subject of intellectual property disputes. In February, agriculture giant Monsanto brought against soybean farmer Larry Bowman to the US Supreme Court, saying he violated patent laws by not using Monsanto-developed pesticide resistant seeds for his entire soybean crop. The case will be decided in June.

That said, the majority of the food you get at the grocery store aren?t GMOs.

"Ugly stuff" may emerge in Jackson wrongful death trial

By Alex Dobuzinskis

LOS ANGELES (Reuters) - An attorney for the concert promotion company AEG Live warned jurors they would see a very different view of the charismatic Michael Jackson as the company seeks to prove it was not liable for the pop star's death.

Marvin Putnam, making his opening statement in what is expected to be an emotional wrongful death trial, said AEG officials had no idea that Jackson was taking the surgical anesthetic that led to his death.

He said the three-month civil case would bring to light "some ugly stuff" about the singer's private behavior.

"The public Michael Jackson was very different from the private Michael Jackson," Putnam said. "He erected a wall between himself and his family. Even his family wasn't sure what was going on at the house. He kept those who might have been able help him at a distance."

He said Jackson had been using the powerful anesthetic propofol for years to help him sleep "and almost no one knew."

"AEG, like everyone else, was an outsider," Putnam said. "They had no idea. It was going on behind locked doors."

The "Thriller" singer's mother, Katherine, is suing privately held AEG Live, promoters of a never-realized series of comeback concerts by Jackson, for negligence in hiring Dr. Conrad Murray as his personal physician.

Murray, convicted in 2011 for the involuntary manslaughter of Jackson with a propofol overdose, was caring for the singer as he rehearsed in Los Angeles for a series of 50 "This is It" shows in London in 2009.

Brian Panish, representing Jackson's family, said AEG Live ignored red flags when it hired Murray and should have been aware that the singer had addiction problems years before he agreed to perform the concerts.

Jackson, 50, drowning in debt and seeking to rebuild a reputation damaged by his 2005 trial and acquittal on child molestation charges, died in Los Angeles in June 2009.

In his opening argument, Panish said AEG Live failed to do proper background checks on Murray, who asked for $5 million to care for the singer. Background checks would have revealed Murray was in debt and was a cardiologist even though Jackson had no known heart issues, Panish said.

"When a red flag comes up, do you turn away or do you look into it?" Panish said. "AEG ignored the obvious red flags and they hired Dr. Murray."

AEG Live contends that it did not hire or supervise Murray, saying that a proposed contract with him was never executed. The concert promoters also have said they could not have foreseen that Murray posed a danger to Jackson.

"This case is about the choices we make and the personal responsibilities that go with that," Putnam said on Monday.

Katherine Jackson, 82, along with her children Randy and Rebbie, were among family members attending Monday's packed opening of the trial. Jackson's three children, who could be called as witnesses later, were not there.

Panish said Jackson had known problems with prescription drug addiction dating back to use of the painkiller Demerol following a burn injury when he was shooting a Pepsi commercial in 1984.

Jackson in 1993 announced he was canceling a world tour to seek treatment for his painkiller addiction.

In the days before the trial began, Panish denied the Jackson family is seeking $40 billion in damages from AEG Live, as some media had reported this month.

The final amount will be determined by the jury should it hold AEG Live liable for negligence.

A handful of Jackson fans gathered outside the court, saying they were hoping for justice for the "King of Pop."

Jackson fan Julia Thomas, 40, an office worker from Colton, California, said she hoped the trial would demonstrate what she said were the wrongs AEG Live committed against Jackson.

"They're about to be exposed because they bullied Michael, they stressed him into the grave to the point that he needed sedatives to sleep," Thomas told Reuters. (Editing by Jill Serjeant, Andrew Hay, David Gregorio and Bill Trott)

NH honors Old Man 10 years after formation's fall

CONCORD, N.H. (AP) ? Edward Geddes already had spent two long days on the mountain when the weather turned. Battered by wind and soaked by rain ? "like shower baths of ice water" ? he clung to a rope and pressed on, even after the rain turned to ice that coated his clothing and left two of his fingers crooked for the rest of his life.

It was 1916, and the crew assigned to help Geddes rescue New Hampshire's Old Man of the Mountain had given up. But Geddes continued the work alone, drilling 11-inch holes into the granite and installing turnbuckles and rods to hold the ledges in place.

"When the men Col. Greenleaf had hired to help me all deserted, I did not intend to be beaten. I leave it to you to judge whether I had time to play or not," he wrote when the work was complete.

Thanks to Geddes' efforts and those of others who followed, the 40-foot-tall natural rock formation that resembled an old man's face remained suspended 1,200 feet above Franconia Notch until May 3, 2003, when it smashed to the ground. Over the years, it became the state's most recognizable symbol ? the Legislature adopted it as the state emblem in 1945, and it still appears on the state quarter, highway signs, license plates and countless souvenirs.

A decade after the Old Man's demise, the famed stone profile is little more than a historical footnote to the state's youngest residents. But it remains a beloved family member to others, including the descendants of Geddes, a granite quarry superintendent from Quincy, Mass., who performed the first repair work on the Old Man nearly a century ago.

Ronald Geddes, 71, was a toddler when the man he knew as Uncle Ed died in 1944. But his father ? Edward Geddes' nephew ? was close to him, and Ronald Geddes grew up hearing about his connection to the Old Man.

"He was very focused, very wiry, and he was fearless," Geddes said of his great-uncle. "He suffered, and he prevailed."

Geddes, who lives in Boston, visited the Old Man many times growing up and as an adult. And while his first thought was always how proud he was that "someone in our family actually did that," he also understood what drew countless others to the site.

"It became a symbol of something. It had a magical, spiritual quality," he said.

Although no one knows how old the Old Man of Mountain was before it fell, several groups of surveyors working in the Franconia Notch area took credit for discovering it in 1805. It quickly became a popular tourist attraction and inspired many works of art and literature. Statesman Daniel Webster compared it to the signs hung outside shops to indicate specific trades: "Shoe makers hang out a gigantic shoe; jewelers a monster watch, and the dentist hangs out a gold tooth; but up in the Mountains of New Hampshire, God Almighty has hung out a sign to show that there he makes men."

Edward Geddes, who returned to the mountain in 1937 amid rumors that the Old Man was about to topple, offered a slight tweak to that quotation after his measurements showed the rocks had not moved even a sixteenth of an inch in 21 years.

"I came to the conclusion that the words of Daniel Webster should be extended to read that once in a while New Hampshire as well as producing men produces a few 'liars,'" he said, according to an article published in the Quincy Patriot Ledger at the time.

Although Geddes was followed by other equally devoted caretakers who protected and patched up the Old Man in later years, Mother Nature had the last word.

Soon after the profile's 2003 tumble, a nonprofit volunteer group began raising money for a $5 million multiphase memorial dedicated to the Old Man, but donations dried up after the first phase was completed in 2011 and no further work will be done, said Dick Hamilton, a board member of the Old man Legacy Fund.

More than 25,000 people visited the memorial site last summer, but it's unclear whether it will continue to attract visitors. Some visitors who left reviews on the travel website tripadvisor.com said they appreciated learning more about the Old Man's history, but others complained that it wasn't worth the trip.

At a Concord playground Thursday, 8-year-old Alexis Tramontozzi of Goffstown paused for a moment when asked if she had ever heard of the Old Man of the Mountain before replying with a definite "no." Her grandmother, Eloise Frank, said her family always stopped to see the Old Man when they took vacations in the White Mountains when she was a child, but she is unlikely to ever visit the memorial site.

But that doesn't mean she wants the state to find a new symbol.

"I think it should stay," she said. "What would you change it into?"

In 1955, President Dwight D. Eisenhower and 5,000 others attended a 150th birthday party for the Old Man at the Cannon Mountain tramway parking area. On Friday, a much smaller ceremony is planned to commemorate the 10th anniversary of the Old Man's fall.

Ralph Geddes, another great-nephew of the profile's first repairman, will be driving up from his home in Raynham, Mass., much like he did a decade ago.

"The morning I heard he fell, I went straight there," he said. "I needed to do it. It was in my family."

No more survivors likely in Bangladesh tragedy

SAVAR, Bangladesh (AP) ? Rescue workers in Bangladesh have given up hopes of finding any more survivors in the rubble of a building that collapsed five days ago, and began using heavy machinery to remove the rubble and look for bodies, an official said Monday.

At least 380 people were killed when the illegally-constructed, 8-story Rana Plaza collapsed in a heap on Wednesday morning along with thousands of workers in the five garment factories in the building. About 2,500 survivors have been accounted for. The building owner, Mohammed Sohel Rana, was arrested Sunday in the western border town of Benapole while he was trying to flee to India.

The collapse was the deadliest disaster to hit the garment industry in Bangladesh that is worth $20 billion annually, supplies global retailers and is a mainstay of the economy.

Volunteers, army personnel and firemen have worked around the clock since Wednesday, mostly using hands and light equipment to pull out survivors. Around midnight Sunday, authorities deployed hydraulic cranes and heavy cutting machines to break up the massive slabs of concrete into manageable segments that could be lifted away.

"We are proceeding cautiously. If there is still a soul alive, we will try to rescue that person," said army spokesman Shahinul Islam.

"There is little hope of finding anyone alive. Our men went inside and saw some dead bodies in the ground floor. But no one was seen alive," said Brig. Gen. Ali Ahmed Khan, the chief of the fire brigade at the scene.

Prime Minister Sheikh Hasina visited the site and a nearby hospital to meet with survivors on Monday, the first time since the disaster.

Hasina had ordered the arrest of building owner Rana, who is a small-time political operative from her Awami League party's youth wing. He was brought back by helicopter from the border town to the capital, Dhaka, where he is expected to be charged with negligence on Monday.

He had permission to build a 5-story building but added three more illegally. He last appeared in public Tuesday in front of the Rana Plaza after huge cracks appeared in the building.

Witnesses said Rana assured tenants that the building was safe. Police, however, ordered an evacuation. A bank and some first-floor shops closed, but managers of the garment factories on the upper floors told workers to continue their shifts.

Hours later, the Rana Plaza was reduced to rubble, crushing most victims under massive blocks of concrete.

Police have also arrested four owners of three factories. Also in detention for questioning are two municipal engineers who were involved in approving the building's design. Local TV stations reported that the Bangladesh High Court has frozen the bank accounts of the owners of all five garment factories.

A garment manufacturers' group said the factories in the building employed 3,122 workers, but it was not clear how many were inside when it fell. About 2,500 survivors have been accounted for.

The death toll surpassed a fire five months ago that killed 112 people and brought widespread pledges to improve worker-safety standards. But since then, very little has changed in Bangladesh.

The collapse and previous disasters in garment factories have focused attention on the poor working conditions of workers who toil for as little as $38 a month to produce clothing for top international brands.

Its garment industry was the third-largest in the world in 2011, after China and Italy, having grown rapidly in the past decade.

Among the garment makers in the building were Phantom Apparels, Phantom Tac, Ether Tex, New Wave Style and New Wave Bottoms. Altogether, they produced several million shirts, pants and other garments a year.

The New Wave companies, according to their website, make clothing for several major North American and European retailers.

Britain's Primark acknowledged it was using a factory in Rana Plaza, but many other retailers distanced themselves from the disaster, saying they were not involved with the factories at the time of the collapse or had not recently ordered garments from them.

Wal-Mart said none of its clothing had been authorized to be made in the facility, but it is investigating whether there was any unauthorized production.

ESPNcricinfo IPL Fantasy League guide: Chennai Super Kings vs ...

ESPNcricinfo IPL Fantasy League guide: Chennai Super Kings vs. Hyderabad Sunrisers

Another day of Indian Premier League (IPL) is upon us and it is not going to be anything short of thrilling as the Chennai Super Kings are ready to face the unpredictable Hyderabad Sunrisers in front of the home crowd.

Skipper MS Dhoni and his men in yellow have been doing pretty good in the season so far, though they would have liked to show a bit of more consistency. Michael Hussey has been the only batsmen in the top order that has been performing consistently for the Chennai Super Kings. Suresh Raina looked on song in the previous match, getting to a fifty before getting dismissed, and if the team is looking to do well against the deadly bowling of Hyderabad Sunrisers, then he will have to support Hussey well.

The visitors, on the other hand, have a bit of a handicap as they get ready to play their latest match. One of their most impactful players, Thisara Perera, will not be playing in the match as it is being played in Chennai, where the Sri Lankan players are banned. This will, however, open up a slot for Darren Sammy, allowing him to play his first game of the season.

There is one great news for the Hyderabad Sunriders fans. Shikhar Dhawan was seen practicing and is expected to participate in the match tonight.

The ESPNcricinfo IPL Fantasy League enthusiasts may be wondering about today?s top players to have in their team.

Taking the nature of pitch into account, which will prove to be batting friendly while at the same time give some assistance to the fast bowlers, Hussey and Dwayne Bravo of Chennai Super Kings would be an excellent choice. Pacer Mohit Sharma has done well in the previous matches and is expected to make an impact today as well.

From the Hyderabad Sunrisers side, Dhawan is a must for your team, though it is best to wait until the final team is announced so that it is confirmed that he really is in the playing 11. You should also consider having Dale Steyn and Amit Mishra in your team, as both the players are more than handy with the bowl.

U.S. suspects Syria used chemical weapons, wants proof

WASHINGTON (Reuters) - The White House said on Thursday the Syrian government of President Bashar al-Assad had probably used chemical weapons on a small scale in the country's civil war, but insisted that President Barack Obama needed definitive proof before he would take action. The disclosure created a quandary for Obama, who has set the use of chemical weapons as a "red line" that Assad must not cross. It triggered calls from some hawkish Washington lawmakers for a U.S. military response, which the president has resisted.

Boston bombing suspect moved to prison from hospital: officials

BOSTON (Reuters) - Boston Marathon bombing suspect Dzhokhar Tsarnaev has been moved to a prison at Fort Devens, Massachusetts, from the hospital where he had been held since his arrest a week ago, the U.S. Marshals Service said on Friday. The 19-year-old ethnic Chechen, who was badly wounded in an overnight shootout last week with police hours after authorities released pictures of him and his older brother, also a suspect, had previously been held at Beth Israel Deaconess Medical Center, where some of the victims were also being treated.

Anger on streets as Bangladesh building toll passes 300

DHAKA (Reuters) - Bangladesh textile workers vented their anger on Friday, burning cars and clashing with police, as the death toll passed 300 following the collapse of a building housing factories that made low-cost garments for Western brands. Miraculously rescuers were still pulling people alive from the rubble - 72 since daybreak following 41 found in the same room overnight - two days after the eight-storey building collapsed on the outskirts of the capital, Dhaka.

RAMENSKY, Russia (Reuters) - Thirty-eight people were killed, most of them in their beds, in a fire that raged through a psychiatric hospital near Moscow on Friday, raising questions about the care of mentally ill patients in Russia. The fire, which broke out at around 2 a.m. (2200 GMT on Thursday), swept through a single-storey building at the hospital, a collection of wood and brick huts with bars on some windows that was home to people sectioned by Russian courts.

Syrian air strikes, shelling batter rebels in Damascus suburbs

BEIRUT (Reuters) - The Syrian army attacked two rebel-held suburbs of Damascus with fierce air strikes and shelling on Friday, pursuing an offensive against President Bashar al-Assad's foes, residents and a monitoring group said. Assad's forces, which have been trying to dislodge rebels from several outlying districts south and east of the capital, focused their assault on Jobar, just inside central Damascus.

Bomb blast kills four outside Sunni mosque in Iraq capital

BAGHDAD (Reuters) - A roadside bomb exploded outside a Sunni mosque in a southern district of the Iraqi capital Baghdad, killing four worshippers as they left following Friday prayers, police and medics said. The attack, which targeted the Kubaisi mosque, follows three days of the most widespread fighting in Iraq since U.S. troops withdrew in December 2011.

Italian government could be settled on Saturday: sources

ROME (Reuters) - Italian prime minister-designate Enrico Letta could announce a new government on Saturday and go before parliament to spell out its program early next week, political sources said on Friday. Letta, deputy leader of the center-left Democratic Party, has been in discussions to iron out remaining differences with Silvio Berlusconi's People of Freedom (PDL) party following an initial round of talks on Thursday.

South Korea to pull all workers from industrial zone in North

SEOUL (Reuters) - South Korea will pull out all remaining workers from a jointly run industrial zone in North Korea, it said on Friday, after Pyongyang rejected a call for formal talks to end a standoff that led to operations being suspended. The decision to remove about 170 people from the Kaesong factory park located just north of the armed border deepens a conflict between the two Koreas and puts at risk their last remaining channel of exchange that resulted from their breakthrough 2000 summit and a bid to improve ties.

Death toll in Nigeria shootout with Islamist militants reaches 25

KADUNA (Reuters) - Twenty-five people were killed in a clash between Nigerian security forces and suspected Islamist Boko Haram militants who robbed a bank and attacked a police station in northeastern Yobe state, police said on Friday. The military had earlier said seven people were killed in the shootout on Thursday.

Egypt's Pope says Islamist rulers neglect Copts

CAIRO (Reuters) - Egypt's Christians feel sidelined, ignored and neglected by Muslim Brotherhood-led authorities, who proffer assurances but have taken little or no action to protect them from violence, Coptic Pope Tawadros II said. In his first interview since emerging from seclusion after eight people were killed in sectarian violence between Muslims and Christians this month, the pope called official accounts of clashes at Cairo's Coptic cathedral on April 7 "a pack of lies".

Honda recalls nearly 46,000 Fit Sports

DETROIT (AP) ? Honda is recalling nearly 46,000 Fit Sport small cars in the U.S. and Canada to fix a problem with the electronic stability control system.

The recall affects cars from the 2012 and 2013 model years. Honda says the stability control system can let the car tilt too far before it applies the brakes to prevent a crash.

The defect was discovered in government testing of models with a particular type of tires. Honda says it doesn't know of any crashes or injuries from the problem.

Honda dealers will update the system's software free of charge. Owners will be notified starting in mid-May.

Finance Friday: More resources for writing about kids and money ...

kids finance

Use these ideas to tackle the topic of children and finance.

In our final Finance Friday, an April?round-up of tips and resources for personal finance angles in honor of National Financial Literacy Month, I wanted to offer some additional ideas for writing about children and financial skills.? Many money missteps by adults might be averted if kids and teens had more exposure to personal finance lessons. (Note: Don?t miss last week?s post, which offered an initial round of resources for stories on kids and financial literacy.)

If you want to structure locally-sourced personal finance primers for kids, try seeking out a panel of experts, including perhaps a credit-union budget counselor, a Certified Financial Planner, a representative of a credit-counseling agency (find one certified by the National Foundation for Credit Counseling) and perhaps an academic from a consumer sciences program or your state?s cooperative extension service.? They likely have prepared materials on basics like how savings, checking and charge accounts work, to mortgage basics, to the fundamentals of savings and investing.? I think the key concept in any primer (for kids or adults) is compound interest ? because knowing how it works can inform young people about the ramifications of decisions that range from saving a portion of high-school earnings to buying a car to the consequences of taking out student loans.?

I once, for example, wrote a personal finance story in which a CFP analyzed the finances of a 21-year-old who had reluctantly chosen a full-ride scholarship at a regional school over the chance to attend (and pay for) a more prestigious college.? The young graduate perked up considerably when the adviser told him that this decision alone?likely would make a $600,000-plus difference to his age-60 nest egg, due to the scholarship.? Get your experts to run similar real-life or hypothetical scenarios that reflect the decisions teens and young adults will be making in the near future.?

For other basics, the Jumpstart Coalition is always a good source of links and resources; check out its National Standards in K-12 Personal Finance Education as a benchmark of what kids should be learning at various age ranges.?

And even if you don?t cover personal finance directly, you may be able to find some relationship to kids and money on your beat.? If you cover financial services, for example, you might seek out banks and credit unions that offer special youth accounts.? Wells Fargo, for example, offers a??hands-on banking? course and free savings accounts for young children, while USAA offers similar banking products.? You might compare those that are available in your area to point out fees and other caveats.

If you cover small business, consider a feature on some angle related to Junior Achievement, which last year published a Teens and Personal Finance report, or other service programs that teach young people business and money-management skills.?? Various entrepreneurs have come up with products, such as those offered via the Future Investors Club of America ? and here?s one in Kansas, the MoneySmart Financial Management Camp for middle schoolers, that is sponsored by the state and a credit-union trade group.?

?Here?s?a company that has developed the audaciously named ?Camp Millionaire? for kids and appears to license or market it through credit unions and the like.? And sites like Three Jars tout the concept of divvying allowances and the like into savings, spending and sharing (charitable funds) and offer online trackers so children can keep track of the cash parents are holding for them.? Are any entrepreneurs near you targeting the youth personal finance market with seminars, camps, books, websites?or products?

Perry disgusted by cartoon depicting explosion

AUSTIN, Texas (AP) ? Texas Gov. Rick Perry said Friday he's disgusted with a Sacramento Bee cartoon that depicts him boasting about business booming in his state and then shows an explosion, and says he wants an apology from the newspaper on behalf of a town where 14 people died in a fertilizer plant blast last week.

The cartoon in Thursday's edition shows Perry crowing that "Business is Booming," flanked by signs saying "Low Tax!" "'Low Regs!," a play on the Republican's often-repeated mantra that his state's low-regulation, business-friendly climate has its economy humming.

The next panel reads "Boom!" as a blast engulfs the area behind the governor and his signs.

An April 17 explosion in the town of West, Texas, outside Waco, killed 17 people, left a crater more than 90 feet wide and is estimated to have caused more than $100 million in damage. The blast occurred moments after a fire was reported at the West Fertilizer plant. Ten of those killed were first responders who rushed to the nighttime blaze.

In a letter to the Bee's editor, Perry said it "was with extreme disgust and disappointment I viewed your recent cartoon."

"While I will always welcome healthy policy debate, I won't stand for someone mocking the tragic deaths of my fellow Texans and our fellow Americans," Perry wrote. "Additionally, publishing this on the very day our state and nation paused to honor and mourn those who died only compounds the pain and suffering of the many Texans who lost family and friends in this disaster."

President Barack Obama was among those who attended a memorial service for the explosion victims Thursday at Baylor University in Waco.

The Bee's editorial page editor, Stuart Leavenworth, responded Friday that the artist, Jack Ohman, "made a strong statement about Gov. Rick Perry's disregard for worker safety, and his attempts to market Texas a place where industries can thrive with few regulations."

"It is unfortunate that Gov. Perry, and some on the blogosphere, have attempted to interpret the cartoon as being disrespectful for the victims of this tragedy," Leavenworth said. "As Ohman has made clear on his blog, he has complete empathy for the victims and people living by the plant. What he finds offensive is a governor who would gamble with the lives of families by not pushing for the strongest safety regulations. Perry's letter is an attempt to distract people from that message."

Ohman defended his cartoon with an Internet post, noting that the fertilizer plant "had not been inspected by the state of Texas since 2006" and that many "Texas cities have little or no zoning, resulting in homes being permitted next to sparely inspected businesses that store explosive chemicals."

"My job, as I understand it, is to be provocative," Ohman wrote. "I provoke, you decide. I don't dictate, I put out my opinion along with everyone else. I sign my name. I own it. In my opinion, I could have gone further. Much further."

California has seen Perry's touting of his state's pro-business prowess firsthand. In February, a public-private Texas marketing firm ran radio ads featuring Perry denigrating California's taxes and regulation, and then Perry traveled there to recruit jobs. He made a similar trip ? this time backed by a print-media ad buy ? to Chicago this past week.

Texas Lt. Gov. David Dewhurst, also a Republican, called for Ohman to be fired.

"I think it's reprehensible for a member of the media to sit in safety and mock such a profound tragedy regardless of any 'point' he is trying to make," Dewhurst said.

Perry, meanwhile, wrote that the newspaper "owes the community of West, Texas, an immediate apology for your detestable attempt at satire."

Ohman posted that he had received "varying levels of concern about the cartoon depicting Gov. Rick Perry's marketing of Texas' loose regulations, juxtaposed with the explosion of the fertilizer plant in West, Texas," but that he would draw the cartoon again without thinking twice.

Time Warner CEO on Aereo, Netflix - The Hollywood Reporter

LONDON - Aereo doesn't have a compelling value proposition for consumers, Time Warner chairman and CEO Jeff Bewkes said here on Thursday. Appearing at a media and entertainment conference, he also one again shrugged off concerns about the challenge that online video streaming service Netflix poses to his company's HBO.

Speaking on a panel at the Financial Times Digital Media Conference, Bewkes said subscription TV businesses continue to do well and see more upside in the digital age. He also said that his company continues to grow the financials of its TV business at a time when all the best content is developed for TV.

PHOTOS:?Leslie Moonves, David Zaslav, Robert Iger: 10 Highly-Paid Entertainment CEOs

Reporting its first-quarter earnings earlier this week, Netflix said it had reached 29.2 million U.S. subscribers as of the end of March. That compares with 28.7 million at HBO.

Bewkes highlighted that the bigger a subscription business gets, the more growth momentum tends to slow down. "Every time you add subs, your disconnects grow," he said. "Once you get into the 20 millions, it is very hard to go as fast as before...maybe it will get to 40 million. HBO is at 110 million worldwide."

STORY:?Univision Communications CEO Discusses Upfront Outlook, Aereo

He also discussed Netflix's development: "It actually went the way we thought," he said. "It's essentially giving you a great library service with a great interface" and a focus on serialized drama. "Netflix is a pretty good company. It is not at all surprising that they have the subscriber count they have."

Asked about Netflix's original programming push, Bewkes said it seems to be doing well with originals so far. But he highlighted that the company has a programming budget that is much less than HBO's when multiplying an $8-$9 subscriber fee per month by the close to 30 million subscribers. HBO can also convert its big program investment and content into higher subscription rates, Bewkes argued.

He also highlighted that Netflix is "just another entry" into original programming, with such networks as AMC, Showtime and many others having enjoyed success here as well. "I think there will be more," Bewkes said. "That's fine."

Asked about Barry Diller-supported digital broadcast TV provider Aereo, which has been locked in a legal battle with broadcasters, Bewkes shared his thoughts, even though Time Warner focuses on cable networks. "Nobody's going to buy it," he said. "I don't think they have much of a proposition." Aereo hasn't disclosed how many subscribers it has.

Explained Bewkes: "If law allows it, which I don't think they will, they will offer [three to four] free-to-air channels. They are free already. All they are doing is charging [people] $8 per month to get them on-demand." Also, broadcast networks' share of total TV viewership has declined over the years, he also highlighted.

Some industry executives, including News Corp. president Chase Carey, have recently said they may consider moving their broadcast TV signals to cable if the courts end up allowing Aereo to continue to operate.

Bewkes spent most of his time Thursday describing the TV industry as going through another golden age right now.

"The people of the world love television," he said. "The amount and quality of television production is taking off. All the best stuff is made for television now."

Bewkes said that the increased engagement with TV content by making it available on demand "makes it more valuable." And he said that TV is taking over the Internet rather than vice versa with more people accessing TV content online. Once the industry gets to the point where all TV shows and networks are available on demand online and on pay TV services, "that is a huge change," he said.

Bewkes answered a question about the importance of digital by saying the key trend was really a different one in TV. "You can call it digital. I don't. It's video on demand," he said. "That's the revolution that's happening now...What are Netflix and YouTube? They are VOD platforms." He also said that with TV content increasingly moving across new platforms, "there is no distinction between television and digital media. All TV you are watching is digital media."

STORY:?Aereo to Launch in Boston on May 15

Thomas Rabe, the chairman and CEO of German media giant Bertelsmann who sat on Thursday's panel here with Bewkes, said that European TV giant RTL Group, in which his company has a big stake, also "has many digital opportunities."

He said: "Television viewing is growing in virtually all European markets...ad share of TV has increased. And we believe there is room for more, especially in countries like Germany."

(AP) ? Gunmen ambushed political campaigners for a southern Philippine town mayor, killing his daughter and nine other supporters and relatives, police said Friday. The mayor and eight other people were wounded.

Nunungan Mayor Abdul Manamparan and his supporters were riding on a truck when they were ambushed late Thursday on a remote mountain road as they headed back to the town center following a campaign rally, said Lanao del Norte provincial police chief Gerardo Rosales.

About 15 unidentified gunmen carried out the attack, Rosales said. Police investigators suspect the gunmen belong to a rival clan.

Manamparan, whose term as mayor ends this year, is running for vice mayor in next month's elections.

Rosales said Manamparan's daughter, Adnanie, and two relatives were among those killed. Two relatives, including a 15-year-old girl, were among the wounded.

A police report said an officer serving as the mayor's bodyguard was also wounded as he fought off the attackers with an M16 rifle before soldiers and policemen arrived.

Election season violence is common in the Philippines. In 2009, 58 people, including 32 journalists, were massacred by alleged followers of a powerful southern provincial clan in the country's worst political violence.

Last week, communist rebels ambushed the convoy of southern Gingoog City Mayor Ruth Guingona, wife of former Vice President Teofisto Guingona, killing two of her aides and wounding her and a police escort.

The New People's Army apologized for harming the mayor and her party but said her bodyguards fired at a rebel checkpoint, prompting them to return fire.

3 of top 10 most polluted ZIP Codes in California are in L.A. County

If it's any consolation to Southern California, none of its ZIP Codes claimed the top spot as the state's most polluted, according to a California Environmental Protection Agency report.

That dubious distinction went to Fresno. But three of the 10 most pollution-heavy ZIP Codes were in Los Angeles County. The other seven, including Fresno, are in the San Joaquin Valley, according to the nation's first comprehensive statewide environmental health screening tool, called CalEnviroScreen.

The top three places on the list of polluted ZIP Codes were all in the San Joaquin Valley: Fresno, Bakersfield and Stockton. In fact, two of the most polluted ZIP Codes were in Fresno and three were in Stockton.

The most polluted ZIP Code in Southern California was in Vernon, a city of only about 100 residents composed almost entirely of factories and other businesses, at No. 4. Also in the top 10 were Baldwin Park at No. 7 and unincorporated East Los Angeles at No. 8.

Sam Delson, a spokesman for the state's EPA, said the study encompassed 1,769 ZIP Codes, looking at things such as pesticide use, traffic density and groundwater pollution. He said the agency hopes the study will result in investments to tackle the problem in the most pollution-burdened communities.

"CalEnviroScreen represents an important step in honoring our commitment to address environmental justice issues for the benefit of all of California's communities and residents," said Arsenio Mataka, the EPA's assistant secretary for environmental justice.

Every major region of the state except the rural northern parts of California had some communities that were ranked among the highest 10% for combined "vulnerabilities from pollution," according to the EPA.

Overall, about half the ZIP Codes that ranked in the top 10% for pollution in the state are in the greater L.A. area, Delson said, including the Inland Empire.

"Some people expected most of these ZIP Codes to be in industrial, urban areas," Delson said Wednesday. "It was surprising to some that while many were in urban areas, a lot of them were in agricultural areas."

Bell Tower and Cherryland Humane Society among issues ...

GRAND TRAVERSE COUNTY -- Multiple issues were discussed and voted on at tonight's Grand Traverse County meeting.

With a unanimous vote the board of commissioners approved a contract between the county and Cherryland Humane Society. The contract allows the humane society to impound animals that used to be housed at the animal shelter. Now the shelter will be shut down and animals will become the responsibility of the humane society.

Also in tonight's agenda was the public hearing on the historic courthouse bell tower. The motion to establish a trust fund for the historical restoration of the chimes passed with all in favor. Budget restraints and safety issues forced officials to disable the cables and weights used to produce the clock chimes back in 2008. Restoring the clock will be expensive due to it's age, since the parts will need to be handmade.

Multiple people spoke on behalf of restoring the chimes, and discussion was even started about public donations and matched public funding. Carol Hale, who lives about a block from the courthouse, stated, "Not everybody had a watch! Kids got up at seven because they heard seven rings, and they knew school started at eight. The merchants downtown at 5 o-clock - you could hear the keys in the locks closing up for the night - it was time to go home for dinner. It's really a community time piece." There are issues with the clock itself, such as replacing the hands and timing mechanisms, and the board decided to address those at a later date.

Whether human or hyena, there's safety in numbers

Wednesday, April 24, 2013

Humans, when alone, see threats as closer than they actually are. But mix in people from a close group, and that misperception disappears.

In other words, there's safety in numbers, according to a new study by two Michigan State University scholars. Their research provides the first evidence that people's visual biases change when surrounded by members of their own group.

"Having one's group or posse around actually changes the perceived seriousness of the threat," said Joseph Cesario, lead author on the study and assistant professor of psychology. "In that situation, they don't see the threat quite so closely because they have their people around to support them in responding to the threat.'"

Funded by the National Science Foundation, the study appears online in the journal Social Psychological and Personality Science.

The study was inspired by MSU zoologist Kay Holekamp's research with wild hyenas in Kenya. Holekamp and her team played recordings of hyenas from other parts of Africa and found the hyenas listening to the voices were more likely to approach the source of the sound when they were in groups and more likely to flee when they were alone.

The research by Cesario and Carlos Navarrete, associate professor of psychology, was similar, only it dealt with humans and perceived distance of potential threats. In two separate studies of more than 300 participants, the researchers showed that people who are alone judge threats as much closer than when they are in a group.

Like most social species, hyenas and humans have developed adaptations over time to better deal with predatory threats.

"This is about evolutionarily significant threats, such as members of a different group coming to steal resources or attack you," Cesario said. "The cost of not responding soon enough to a threat like that could be death or serious injury. So seeing that threat as closer allows you to respond with enough time to spare. What our work shows is that having your group or coalition around you makes that kind of early responding less necessary."

The study dealt with racial bias and group threats. The participants, who were white, were assessed on how negative they were toward blacks and then asked to judge the distance to a black community, both when the participants were alone and as part of a group.

Cesario said the perceived threat can take many forms ? be it from other races, communities or even students from another university, as one nonrelated study showed.

"So this line of research has little to do with the makeup of the group ? whether it's members of another race or students from another college ? but more to do with the question of, 'Are you with me or not?'"

Cancer cells' Achilles' heel revealed

Apr. 24, 2013 ? Scientists from the Manchester Collaborative Centre for Inflammation Research (MCCIR) have discovered why a particular cancer drug is so effective at killing cells. Their findings could be used to aid the design of future cancer treatments.

Professor Daniel Davis and his team used high quality video imaging to investigate why the drug rituximab is so effective at killing cancerous B cells. It is widely used in the treatment of B cell malignancies, such as lymphoma and leukemia -- as well as in autoimmune diseases like rheumatoid arthritis.

Using high-powered laser-based microscopes, researchers made videos of the process by which rituximab binds to a diseased cell and then attracts white blood cells known as natural killer (NK) cells to attack. They discovered that rituximab tended to stick to one side of the cancer cell, forming a cap and drawing a number of proteins over to that side. It effectively created a front and back to the cell -- with a cluster of protein molecules massed on one side.

But what surprised the scientists most was how this changed the effectiveness of natural killer cells in destroying these diseased cells. When the NK cell latched onto the rituximab cap on the B cell, it had an 80% success rate at killing the cell. In contrast, when the B cell lacked this cluster of proteins on one side, it was killed only 40% of the time.

Professor Davis says: "These results were really unexpected. It was only possible for us to unravel the mystery of why this drug was so effective, through the use of video microscopy. By watching what happened within the cells we could clearly identify just why rituximab is such an effective drug -- because it tended to reorganise the cancerous cell and make it especially prone to being killed."

He continues: "What our findings demonstrate is that this ability to polarise a cell by moving proteins within it should be taken into consideration when new antibodies are being tested as potential treatments for cancer cells. It appears that they can be up to twice as effective if they bind to a cell and reorganise it."

The findings from this study have been published online today on the website of the journal Blood. The research was carried out in collaboration with MedImmune, the global biologics research and development arm of AstraZeneca.

Commenting on the research Dr Matt Sleeman, Senior Director of Biology at MedImmune said: "Not only is this a great observation that can influence how we as a biotech company identify and design future therapies, it also shows the innovative 'out of the box' thinking that can be achieved by working in close partnership with academics at the top of their field. This unique partnership, bringing together industry and academia, demonstrates a real catalyst of scientific change within the UK, and I am excited by the potential of the MCCIR to bring further innovation that could ultimately bring benefit to patients."

Much of the research for this study was carried out during Professor Davis' time at Imperial College London. He will be continuing to use high quality video imaging at a microscopic level to investigate immunology at the MCCIR.

Professor Davis and MedImmune would like to acknowledge the funding they received from the Medical Research Council which helped make this study possible.

U.S. child porn suspect captured after 5 years

WASHINGTON (AP) ? Investigators say Eric Justin Toth's five-year run as a fugitive began when he was fired from his teaching job at a prestigious private school in Washington after being confronted about images of child pornography taken with a school camera in the man's possession.

It ended over the weekend when Nicaraguan authorities, acting on a tip, found him living in that Central American country ? with phony passports, driver's licenses and credit cards, authorities said. The FBI is investigating why Toth was living there and has previously said he may have been advertising as a nanny or tutor while on the lam.

Now, investigators are trying to piece together how he avoided capture even after he was added to the FBI's Most Wanted list, a notorious designation reserved for those considered dangerous criminals and that has featured the likes of Osama bin Laden and Whitey Bulger. Prosecutors are encouraging any other abuse victims to come forward as they proceed with a federal child pornography case against the 31-year-old Toth, who was ordered held without bond during a brief court appearance Tuesday.

"The fact that he is a known child predator and that he's been on the run for five years, we assume that there's potentially other victims in other places that he's been over the past five years," said Valerie Parlave, the head of the FBI's Washington field office.

A federal public defender assigned to Toth didn't immediately return a call seeking comment. Phone listings for possible relatives of Toth either declined to comment or did not return phone messages.

The arrest on Saturday, in a city near Nicaragua's border with Honduras, ended a frustrating international manhunt for the computer-savvy third-grade teacher and former camp counselor.

There were tantalizing clues along the way ? a fake suicide note in Minnesota, an apparent sighting at a shelter in Arizona, a tip that led agents on an extensive search of South America. Yet Toth continued to elude authorities, even as pictures of his bespectacled and sometimes bearded face were featured on news programs, billboards around the country and the FBI's list.

The big break came from a tip last week after a female tourist who encountered Toth in a social setting recognized him and contacted authorities, said FBI spokeswoman Jacqueline Maguire.

Toth first arrived in Nicaragua in October and appeared to have spent at least part of his time there creating false identities and ID documents, police said. When his house was raided, police found passports, driver's licenses and credit cards from three banks, under different names, suggesting he was preparing new false identities to use, said national Police Chief Aminta Granera. Toth was living under an assumed name, authorities said, and the FBI used records of a recent purchase to pinpoint his whereabouts.

Federal prosecutors unsealed a criminal complaint Tuesday charging Toth with possessing and producing child pornography, charges that together carry a maximum 50-year prison sentence. Toth wore a blue jail jumpsuit, his hair considerably longer than in the photographs the FBI had made public, and he spoke softly in response to a judge's perfunctory questions.

Prosecutors revealed no new details of their case in court. But according to the complaint, multiple images of child pornography ? including one video in which Toth allegedly appeared alongside an undressed young boy ? were located in June 2008 on a media card found inside his classroom at Beauvoir, a private elementary school on the grounds of the Washington National Cathedral.

Although "not the most socially adept guy," he was an engaged teacher who helped students think outside the box in math and logic and who even incorporated lessons on why people do or don't do the right things, recalled Michele Booth Cole, whose daughter was in one of Toth's classes.

"He wasn't teaching from the textbook. It was really much more creative and thought-provoking for the kids," said Cole, executive director of Safe Shores ? the DC Children's Advocacy Center, which helps abused children.

The media card with the pornographic images was found in in a box addressed to Toth at the school's address, the complaint says. Although some of the images showed children laughing and playing, others were every parent's nightmare, said Ron Machen, the U.S. Attorney for the District of Columbia.

Those include photographs and videos showing the hand of an adult male fondling a boy, the complaint says. Another video, taken in what appears to be a classroom at the school, shows a man investigators believe to be Toth with an undressed prepubescent boy.

Toth was fired after the images were discovered by fellow school employees and escorted from the school. He disappeared immediately, long before anyone could arrest him.

But there were soon clues that would set agents in motion.

His car was found later that summer in a long-term parking lot at the Minneapolis airport along with a fake suicide note inside that claimed he was going to kill himself in a nearby lake. But no body was found, and investigators concluded it was a ruse.

"Clearly he was trying to throw investigators off at that point," said FBI Special Agent Kyle Loven, an agency spokesman in Minneapolis.

He was believed to have been sighted in Phoenix in 2009, apparently working as a quasi-counselor at a shelter under an assumed name, the FBI has said. He was gone before agents could get to him.

Authorities also believe Toth, who is from the Midwest, traveled while on the run to Illinois, Indiana, Wisconsin and Minnesota.

In April 2012, the FBI, concerned that the trail was going cold and that Toth's experience in interacting with children and earning their trust might be putting other kids at risk, announced that it was adding him to the bureau's Most Wanted fugitives list, where he filled a slot left vacant by the death of bin Laden.

Ron Hosko, then the special agent in charge of the criminal division of the FBI's Washington field office, said at the time, "This is a dangerous person because of his nature, because he is a child predator, because of his ability to groom both adults and potentially these children to develop some sorts of bond of trust."
