CORVALLIS, Ore. A study of 20 elementary schools in Hawaii has found that a focused program to build social, emotional and character skills resulted in significantly improved overall quality of education, as evaluated by teachers, parents and students.

The concept includes organized activities to build character that go beyond more traditional rules or policies to control or punish problem behaviors. But it still takes only about an hour a week away from traditional education, and previous research has documented much lower numbers of suspensions, lower absenteeism, and better reading and math scores on standardized tests.

The latest study, being published by researchers from Oregon State University in the Journal of School Health, found for the first time that teachers believed this approach improved "overall school quality" by 21 percent, with parents and students agreeing in slightly smaller numbers. It was based on findings from racially and ethnically diverse schools, half using the program and half that did not.

"Improved social and character skills leave more time for teachers to teach, and students to learn and be more motivated," said Brian Flay, an OSU professor in the School of Social and Behavioral Health Sciences. "What we're finding now is that we can really address some of the concerns in our schools by focusing more on character in the classroom.

"These are not new concepts, they're the kind of things that have always been discussed in families, church and social groups," Flay said. "A third-grade lesson, for instance, might be helping kids to understand how other people feel, to learn about empathy. That may seem simple, but in terms of educational performance it's important."

School quality, as defined in this research, includes a safe environment, involvement and satisfaction among individuals, student support, continuous improvement, standards-based learning and other features.

Past policies to curtail substance abuse, violent behavior and other problems have shown only limited results, researchers said in the study, in part because they don't address underlying issues such as student's sense of self and social attachment. The new trend being explored is what they call social-emotional and character development.

The program used in this research includes K-12 classroom curricula, a school-wide climate development component, teacher and staff training, parent and community involvement, continued positive reinforcement and other techniques.

Lessons include topics related to self-concept, physical and intellectual actions, managing oneself responsibly, getting along with others, being honest, and self-improvement.

The results have been impressive. Previously published results showed 72 percent fewer suspensions, 15 percent less absenteeism, and much better reading and math skills based on state tests. National tests showed a 9 percent improvement in these academic subjects.

"The current research supports the hypothesis that these programs can generate whole-school change and improve school safety and quality," the researchers wrote in their report. "The present study shows improvements in school quality were made by relatively underperforming schools."

The findings suggest that schools, districts, states and the federal government should consider policies and funding directed toward social and character programs of this type, the researchers said.

Rescue group in crisis mode after cat euthanized (AP)

PHOENIX ? Animal lovers threatened to pull donations to an animal rescue group and the public flooded the agency with scathing comments and calls after a man's cat was euthanized when he couldn't afford its medical care, prompting the Arizona Humane Society to go into damage-control mode Wednesday.

The group has hired a publicist, removed dozens of comments on its Facebook page and directed a team of five volunteers to respond to the overwhelming calls and emails it has received since The Arizona Republic published a weekend story about Daniel Dockery and his 9-month-old cat, Scruffy.

Dockery, a 49-year-old recovering heroin addict, told the Phoenix newspaper that he took Scruffy to a Humane Society center on Dec. 8 because she had a cut from a barbed-wire fence, an injury that he described as non-life-threatening. The agency said it would cost $400 to treat Scruffy, money he didn't have.

The Humane Society cited policy when it declined to accept a credit card over the phone from Dockery's mother in Michigan or to wait for her to wire the money. The staff said if he signed papers surrendering the cat, Scruffy would be treated and put in foster care, he said.

Instead, Scruffy was euthanized several hours later.

Dockery told the Republic that he was devastated.

"Now I've got to think about how I failed that beautiful animal," Dockery said. "I failed her. ... That's so wrong. There was no reason for her not to be treated."

He described the cat as helping him stay off drugs for more than a year, the longest he had ever been clean. He hand-fed the feline before she opened her eyes at 4 days old, giving her fresh tuna and letting her sleep on his pillow.

Dozens of scathing comments have since inundated the group's Facebook page, with animal lovers demanding to know why the cat was put down. Stacy Pearson, who was hired by the agency specifically to deal with media questions about the cat, said angry comments were removed because of their content: One called for the staff to be euthanized, while another said what happened to Scruffy was murder.

Pearson said Scruffy was put down over a number of reasons, including Dockery's lack of immediate funds, a lack of veterinarians to treat her and what Pearson described as a very serious cut on Scruffy from her abdomen to her knee that went to the muscle.

She said the Arizona Humane Society doesn't accept credit card payments over the phone because of possible fraud and can't treat pets with only a promise from owners that they can pay the next day. She said staff had every intention of getting Scruffy the help she needed but the number of animals requiring help at the group's second-chance clinic was too much for the resources available.

If Dockery had been able to pay, Scruffy would have been treated at the facility where he brought her, Pearson said.

"There was no malicious intent to take Scruffy away from her father," Pearson said. "Pulling funding is only going to make a problem like this worse."

On Facebook, where only the agency's executive director is allowed to post comments now, Guy Collison wrote that "Scruffy's story is heartbreaking, and underscores the worst-case-scenario of need eclipsing resources available." He said that his agency has always done what's best for animals.

In less than an hour after his statement was posted, more than 100 people responded, with most slamming the agency and some defending it as doing the best it can with available resources.

Pearson said the Humane Society was reviewing its credit card policy and other practices because of Scruffy's case.

She said the group told Dockery on Tuesday that when he's ready for another pet, he could come in and pick one out, but he declined, telling them: "No thanks."

SiriusXM unveils the Android-powered Lynx portable radio

SiriusXM today unveiled its latest portable satellite radio -- the Lynx -- and wouldn't ya know it, this sucker's running Android. Actually, it's running an unknown version of Android, and if we hadn't told you, chances are you wouldn't even notice. It's being billed as "everything you can imagine," and it's a triple threat as a dockable in-car satellite radio, or you can use it with a home docking kit, or just palm the sucker and play back via 3.5mm headphones -- or Bluetooth. 

It's also a "SiriusXM 2.0" device and connects to the Internet via Wifi (for easy software upgrades). Change channels and hit a song in the middle? No worries, the "Tune Start" feature lets you start over at the beginning of a song. Or you can build a library of 200 hours of programming from your favorite channels. Or pause, rewind and replay. And the "Show finder" feature sound especially promising, with a guide that shows the next week's worth of content. For satellite radio fans, it sounds like a beast. 

For traditional Android fans? Well, we're just going to have to wait and get our hands on this guy. But this is what Android was designed for, folks. An expandable and extendable operating system. And you're going to see more and more of this as time goes on.

USC women fall short against No. 4 Stanford (AP)

LOS ANGELES ? Michael Cooper is tired of Southern California coming close against the best teams in women's basketball only to lose.

It happened again Thursday night, when the Trojans pressured Stanford nearly the entire game before dropping a 61-53 decision in the teams' Pac-12 opener.

USC gave defending national champion Texas A&M all it could handle before losing 71-70 on Dec. 18.

"It's getting frustrating with our team that we come so close," Cooper said. "There's no reason to lose this game. We had them right where we wanted them."

USC got within one several times early in the second half before taking its only lead of the half, 44-43, on a 3-pointer by Ariya Crook. In the first half, the Trojans held narrow leads.

Ashley Corral scored 21 points for the Trojans (5-6, 0-1), who returned home after nearly a month on the road to lose their eighth straight to the Cardinal (10-1, 1-1). USC was ranked to start the season, but lost three of its first four games to fall out.

"When it's winning time, we just don't push and get through it," Corral said. "We really beat ourselves this game."

Nnemkadi Ogwumike had 19 points and 15 rebounds and Toni Kokenis added 15 for Stanford, which pulled away over the final 10 minutes to win.

It was a three-point game for much of the second half, and Stanford switched to a zone late.

"Their zone wasn't disruptive," Cooper said. "It was our inability to recognize what was open and hit shots."

After the Trojans led by one, Stanford outscored them 15-5 to end the game. Nnemkadi Ogwumike had nine points and her sister Chiney Ogwumike, who played with three fouls, added four in the spurt.

"They show you what elite players do," Cooper said. "They kept grinding and grinding."

The Trojans repeatedly missed shots after keeping it close on the shooting of Corral and Christina Marinacci, who had 12 points.

"We get the energy on the offensive end from defense," Marinacci said. "There was a stretch where we just weren't getting shots. We weren't able to get that energy back and get another push in there."

Chiney Ogwumike finished with 12 points and 13 rebounds. The sisters helped Stanford to a 30-14 scoring advantage in the paint and a 44-40 edge on the boards.

"The sisters came down and took it to another level," Corral said.

Briana Gilbreath had 12 rebounds ? 10 on the defensive boards ? for the Trojans, who led by three points early in the game.

"They defended well," Nnemkadi Ogwumike said. "They made it difficult for us to execute our offense."

The Trojans closed the half on a 14-5 run to trail 33-30 at the break. Corral scored five points and Briana Gilbreath made four straight free throws to erase most of Stanford's largest lead of 12 points.

"We knew USC was going to give us a really tough game," Kokenis said. "They made it difficult for us to score. We kept fighting and got some loose balls. We got some key stops defensively that really helped us in the end."

The Cardinal opened the game on a 13-5 spurt before USC ran off nine unanswered points to take a one-point lead. Stanford responded with a 15-2 run of its own, including 11 straight points during which Bonnie Samuelson and Kokenis had 3-pointers, to lead 28-16.

Both teams shot nearly identically in the half and both had seven turnovers.

The Trojans were without senior Jacki Gemelos, who tore her ACL against Texas A&M for the fourth time when she hurt her left knee on Dec. 18.

A FORMER blogger for a US mobile phone news site is being sued by his ex-employer over ownership of his Twitter feed.

It is being seen as a social media test case for the internet age.

Noah Kravitz from California, is being sued for $340,000 (?260,000).

He worked as a product reviewer and video blogger for South Carolina-based PhoneDog from 2006 to 2010, according to the lawsuit.

While working for PhoneDog, Mr Kravitz attracted 17,000 followers to his Twitter account @PhoneDog_Noah, said the suit, which was filed in July but has come to light now following an article in The New York Times.

The suit alleges that when Kravitz "suddenly resigned" in October 2010 he was asked by PhoneDog to relinquish the account but he declined to do so and "merely changed" his Twitter handle to @noahkravitz.

The suit claims he now works for a rival company, TechnoBuffalo, and is using his account to "discredit PhoneDog".

It is seeking damages of $340,000 based on a value of $2.50 per Twitter follower, or $42,500 a month for the past eight months.

Kravitz told The New York Times he had left PhoneDog on good terms with an agreement that he would "tweet on their behalf from time to time".

However, eight months later the company filed suit against him, a move that Kravitz told the newspaper was retaliation for his claim to 15% of PhoneDog?s gross advertising revenue.

In a statement the firm said it intended "to aggressively protect [its] customer lists and confidential information, intellectual property, trademark and brands".

"Hunger Games" trumps "Twilight" in 2012 buzz: poll (Reuters)

LOS ANGELES (Reuters) ? Is "The Twilight Saga" beginning to lose its grip on movie fans?

The latest installment of the vampire romance finished second to "Harry Potter" in a best of the year poll for MTV's Nextmovie.com, and trailed "The Hunger Games" as the most anticipated movie of 2012.

What's more, "Twilight" stars Kristen Stewart and Robert Pattinson -- whose characters Bella and Edward finally wed in "The Twilight Saga: Breaking Dawn-Part 1" -- lost out as best on-screen couple to Emma Watson and Rupert Grint, who played Hermione Granger and Ron Weasley in "Harry Potter and the Deathly Hallows-Part 2."

According to the poll released on Wednesday, 51 percent of the votes cast for the movie fans are most looking forward to in 2012 went to upcoming "The Hunger Games" -- based on the futuristic young adult thriller novels of the same name.

"The Twilight Saga: Breaking Dawn Part 2" -- the forthcoming final film based on the best-selling novels by Stephenie Meyer -- won 45 percent of votes.

"Deathly Hallows - Part 2" which concluded the Harry Potter movie franchise this summer, won the title for best 2011 movie with 52 percent of votes ahead of "Breaking Dawn- Part 1" with 48 percent.

The "Twilight" and "Harry Potter" films have been two of Hollywood's most lucrative franchises of the past few years.

But "The Hunger Games", starring Jennifer Lawrence and Josh Hutcherson as teens fighting to the death in a bleak vision of North America, is creating strong buzz ahead of its release on March 23, 2012.

Gunman in Santa suit killed six, self in Texas

A man suspected of opening fire on a family Christmas celebration outside Dallas was dressed in a Santa Claus suit when he killed six people and then himself, police said on Monday.

Authorities continued their search for clues in Grapevine, a Dallas suburb dubbed the "Christmas Capital of Texas," to explain the Sunday murder-suicide rampage that left the seven shot dead among unwrapped holiday presents.

The dead -- four women and three men between the ages of 15 and 58 -- were found on Sunday morning in an apartment living-room by police answering a voiceless 911 emergency call, authorities said. "By all appearances, they're all part of the same family," said Sergeant Robert Eberling of the Grapevine police department, adding that some were related through marriage.

Two pistols were recovered from the home, said Eberling, who called it a "gruesome crime scene" and the worst outburst of gun violence in the town's history. Authorities were waiting on autopsy reports before releasing identities, a potential motive and details on what exactly happened inside the home, Eberling said.

"We have a petty good idea who these folks were, and we're trying to work through contacting other family members so we can better piece together what took place and why it took place," he said.

Eberling said the suspected shooter was dressed in a Santa Claus suit but gave no further details. The 911 caller never spoke to police, and officers did not see the telephone when they arrived, officials said. Eberling said he believed police had to kick in the door to enter. No neighbours reported hearing gunshots, he said.

Eberling said the victims appeared to have just opened Christmas presents when the shooting started, and there was no sign of forced entry or a struggle. Circumstances of the shooting remained sketchy, but Eberling said it appeared as though the bloodbath unfolded during a family holiday celebration. No one was found alive by police arriving at the home, he said. A community of about 46,000 people some 20 miles (32km) northwest of downtown Dallas, Grapevine is known for its wine-tasting salons and was proclaimed by the state Senate as the "Christmas Capital of Texas" for its abundance of annual holiday-season events.

"This is obviously a terrible tragedy," Mayor William Tate said on Sunday night in a statement. "The fact that it happened on Christmas makes it even more tragic."

(AP) ? North Korea declared Kim Jong Il's son and successor "supreme leader" of the ruling party, military and the people during a memorial Thursday for his father in the government's first public endorsement of his leadership.

Kim Jong Un ? head bowed and somber in a dark overcoat ? stood watching from a balcony at the Grand People's Study House overlooking Kim Il Sung Square, flanked by the top party and military officials. Also on the balcony was Kim Jong Il's younger sister, Kim Kyong Hui, who is expected to play a guardian role for her young nephew.

Given Kim Jong Un's inexperience and age ? he is in his late 20s ? there are questions outside North Korea about whether he is equipped to lead a nation engaged in sensitive negotiations over its nuclear program and grappling with decades of economic hardship and chronic food shortages.

But support among North Korea's power brokers was unequivocal at the memorial service, attended by hundreds of thousands of people filling Kim Il Sung Square and other plazas in central Pyongyang.

"The fact that he completely resolved the succession matter is Great Comrade Kim Jong Il's most noble achievement," Kim Yong Nam, president of the Presidium of the Supreme People's Assembly, told the massive audience at the Kim Il Sung Square.

"Respected Comrade Kim Jong Un is our party, military and country's supreme leader who inherits great comrade Kim Jong Il's ideology, leadership, character, virtues, grit and courage," said Kim, considered North Korea's ceremonial head of state.

Life in Pyongyang came to a standstill as mourners packed the plaza from the Grand People's Study to the Taedong River for the second day of funeral ceremonies for the late leader.

Kim Jong Il, who led his 24 million people with absolute power for 17 years, died of a heart attack Dec. 17 at age 69, according to state media. He inherited power from his father, North Korea founder Kim Il Sung, who died of a heart attack in 1994, in what was the communist world's first hereditary succession.

Attention turned to Kim Jong Un after he was revealed last year as his father's choice among three sons to carry the Kim dynasty into a third generation.

The process to groom him was rushed compared to the 20 years Kim Jong Il had to prepare to take over from his father, and relied heavily on Kim family legacy as guerrilla fighters and the nation's founders.

Kim Jong Un was made a four-star general last year and appointed a vice chairman of the Central Military Commission of the ruling Workers' Party. Since his father's death, state media have bestowed on him a series of new titles signifying that his succession campaign was gaining momentum: Great Successor, Supreme Leader and Sagacious Leader.

Kim Jong Un's leadership is not expected to become formal until top party, parliamentary and government representatives convene to confirm his ascension.

He is expected to formally assume command of the 1.2 million-strong military, and become general secretary of the Workers' Party and chairman of the party's Central Military Commission, said Yoo Ho-yeol, a professor at Korea University in South Korea.

In a speech during the memorial, Gen. Kim Jong Gak, a top political officer in the Korean People's Army, said the military will dedicate itself to protecting Kim Jong Un, calling him the "supreme leader of our revolutionary armed forces."

This week's events have been watched closely for clues to who in the military and Workers' Party will form Kim's inner circle of trusted aides during the sensitive transition to leadership.

During the mourning period, Kim made at least five visits to his father's begonia-bedecked bier when the late leader was lying in state at the Kumsusan Memorial Palace, accompanied at times by the old guard that is expected to support him.

At Wednesday's funeral procession, he was accompanied by Jang Song Thaek, Kim Jong Il's brother-in-law and a vice chairman of the powerful National Defense Commission, who has family ties to the military and is expected to be crucial in giving his nephew guidance.

On Thursday, North Koreans packed the main square as well as the plaza in front of a Workers' Party monument of a hammer, sickle and writing brush.

They bowed their heads as eight artillery guns fired; military officers removed their hats while the booms resonated across the square.

North Korea's senior officials, including Kim Jong Il's sister, Kim Kyong Hui, stood in silence on the platform during the gun salute.

Workers, citizens, children and soldiers across the country then bowed for three minutes of tribute to Kim Jong Il as trains and boats blew their sirens.

State TV showed people lined up neatly in rows, or outside their places of work, on sidewalks, in squares, beneath giant portraits of Kim Jong Il.

His two other sons, Kim Jong Nam and Kim Jong Chol, were not spotted at either the funeral or memorial.

US Army's A160 Hummingbird drone-copter to don 1.8 gigapixel camera

Starting in July of 2012, the United States Army will deploy three Boeing A160 Hummingbird drones to Afghanistan as part of a one-year trial program. Unlike the Predator drones already in combat, the A160 is a rotor-based aircraft capable of vertical take-offs and landings. What's more, the craft will be affixed with the DARPA-developed ARGUS-IS imaging system -- which boasts a 1.8 gigapixel camera the Army says can "track people and vehicles from altitudes above 20,000 feet." The A160 Hummingbird platform will provide the Army with the ability and flexibility to: take off and land without a runway; fly for twelve hours or more without refueling; and monitor up to 65 enemies of the State simultaneously. Test flights of the unmanned chopper are scheduled for early 2012 in Arizona, but residents hoping to get a glimpse of the A160 in action best have great eyesight -- the ARGUS-IS system can see targets from almost 25 miles down range. Oh, and don't forget to smile when you look up. You want to look your best for the eye in the sky, right?

Analysis: China investment wave unlikely to swamp EU (Reuters)

VENICE (Reuters) ? The sign in a boutique selling glass hand-crafted on the Venetian island of Murano betrays an uncertain grasp of English. But the owner is very sure who is to blame for the tough times confronting the 700-year-old local glassmaking industry.

"Everything in this shop is not made in China," it proclaims. A few doors away, imported Murano lookalikes sell for much less. To the untrained eye, they appear identical.

With Europe drowning in debt and flirting with recession, China's influence can only rise further. Euro zone governments would love Beijing to plough more of its $3.2 trillion in foreign-exchange reserves into their bonds.

China is also likely to chip in with a loan to the International Monetary Fund to provide a financing backstop in case Italy and Spain are shut out of the bond markets.

Last week's $3.5 billion acquisition by China Three Gorges Corp of the Portuguese government's stake in utility EDP (EDP.LS) is also a sign of things to come.

Financiers turn instinctively to fast-growing China as they try to flush out buyers for assets that are going on the block as European governments, banks and companies pay down debt.

But, despite Chinese leaders' expressing interest in diversifying the country's overseas asset base away from government paper, analysts do not expect a sea change in China's traditionally cautious approach to expanding in Western markets. Africa and Asia are likely to remain China's top targets for now.

"There are going to be opportunities, but we're not going to see China buying up Europe," said Thilo Hanemann, research director at the Rhodium Group, an investment advisory and strategic planning firm in New York.

TREADING SOFTLY

There are many reasons for the wariness.

Lengthy delays in obtaining the approval of regulators in Beijing put Chinese companies at a disadvantage in mergers and acquisitions when the seller wants a quick deal. Companies lack the management skills to integrate overseas acquisitions. And, perhaps most importantly, prospects are much brighter at home than they are in Europe.

"If you compare the rates of growth in China and in Europe, are you sensible buying into a brand that's seen its best years of growth? said Edward Radcliffe, a partner in Shanghai with Vermillion, an M&A advisory boutique that focuses on cross-border China deals.

Still, he said some larger Chinese groups, both state-owned and private, had started to explore opportunities in Europe and the United States.

The 27-member European Union is China's biggest export market. But foreign direct investment (FDI) has badly lagged, totaling $8 billion by the EU's reckoning or $12 billion on China's count - less than 0.2 percent of total FDI in the EU, according to Rhodium.

The firm has kept its own tally since 2003, but its total of $15 billion through mid-2011, though greater than the official data, is still small.

Hanemann said he was sure 2012 would see deals in Europe in technology and consumer products to enable Chinese firms to climb the value ladder and build their domestic market share.

"Ultimately, Chinese companies have to become true multinationals, like Japanese and Korean firms before them," he said. "Over the longer term, there's no reason to believe that China is going to take a different path."

But he was skeptical whether most Chinese companies would be able to seize the opportunities that were likely to crop up in the coming year. To do so, they would have to manage public perceptions in Europe and obtain quick regulatory approval at home.

"There are a lot of deals that the Chinese cannot take on. If the Chinese government sees a company making a bid for troubled assets that risks provoking a political backlash in Europe, I think they'd step in to make sure there's no embarrassment for the Chinese side."

POLITICAL OVERLAY

The failure of Chinese firms to buy Saab, the Swedish car maker that was declared bankrupt last week, was a telling example of the difficulties facing Chinese investors, Hanemann said.

But the picture is not black and white. After all, Volvo, another Swedish car maker, was successfully acquired by a Chinese rival from Ford Motor Co in 2010.

Christine Lambert-Goue, managing director in Beijing at Invest Securities China, said companies were not looking mainly for outright acquisitions but for brands, patents and technology that would bolster their position at home.

"Companies are only ready to pay for assets from Europe that will enable them to gain market share in China," she said.

Investment in Europe will take off eventually, but a deteriorating political climate represents an obstacle in the short term, said Jonathan Holslag of the Brussels Institute of Contemporary China Studies.

The EU, like the United States, is talking tough about Chinese "state capitalism" and is crafting a more assertive trade policy to counter what it sees as a playing field tilted against foreign companies.

For its part, Beijing smells protectionism in the air in response to its growing economic clout.

"The European Union is disappointed with the reluctance of Beijing to open its economy further, whereas Beijing complains about Europe being too reluctant to share its knowledge or to allow Chinese investors to expand their presence in important sectors like infrastructure," Holslag said.

And if Europe fails to snap out of its economic malaise, the risk is that a super-competitive China will be made a scapegoat.

"The more governments are confronted with high unemployment figures, the more we will start to see China as a challenger rather than as a savior," Holslag said.

I am currently in my 2nd year studying Sports Development, Physical Education and Inclusion. The student halls accomodation across the city I can not fault, it is lovely, well cared for and the staff who work within them are very helpful and welcoming, although it is very expensive (?92-160 per week). The campus itself is rather dated on the outside but inside is full of technology, it is in the lovely countryside although the local residents arent very welcoming of students. The course itself is very up and down, some modules are excellent and you cannot fault them, however for every good one there is one which is very pointless and no relevant (as far as myself and others can see/understand). The lecturers are up and down as well, some are really really good and very helpful, provide support for studies and home life, although on the other hand there are others that have the attitude you are grown up enough to look after yourself and can cope by yourself, but the ones who do care are happy to help. University provide an extensive support team at all the campus' which is a great support for anyone as they deal with a variety of issues and point you in the right direction if they cannot help themselves. LJMU offer a wide variety of societies and clubs, some are very cheap and accessable but others are rather expensive (a lot more than if you joined a local club). LJMU do offer some good job opportunites but only after you have finished your degree (WOW certificates and Graduate skills, as well as gradute job days). Also a lot of sports kit is very expensive and so are the books especially as they know you are students (the uni's answer is to use your student loan that is what it is there for! Most dont understand student loan doesn't cover your accomodation!) I would reccomend this uni if you are a very independent student and cope with little study support and enjoy nightlife.

Summary: It is okay as long as you are made of money!

Phoebe?s parents agreed that if the settlement became public, the only public comment they would give would be to say that ?the matter has been resolved.?

Racial Politics, Community Concerns Dominate Redistricting Hearing

(December 23, 2011) -- Racial politics and concerns about community cohesion dominated a three-hour hearing Thursday as scores of people from across Maryland came to Annapolis to condemn, offer suggestions and even praise the new legislative district map drawn by Gov. Martin O?Malley?s Redistricting Advisory Committee.

The map, which was the product of census data and comments from a dozen hearings across the state this summer, was first unveiled online last Friday. O?Malley said he had the hearing to give the people a chance to see and comment on it before he sends it to the General Assembly next month.

O?Malley listened to all of the testimony and said no one would likely say that the new map was better than the old one, but it was made necessary by shifting populations found in last year?s census. He said he would try to address as many concerns as possible before finalizing the map and presenting it to the legislature.

?We are all in this together, and there is no change in one district that does not affect another district, one neighborhood that does not affect another,? O?Malley said.

Afterward he told reporters, ?Of course, I?m open to making tweaks. ? This is a real process.? But ?I don?t expect it to change very much.?

Senate President Mike Miller, a member of the redistricting committee, promised that once O?Malley revises the map and passes it along to the General Assembly next month, there would be another public hearing on the proposed district lines.

More minority districts demanded

In sometimes emotionally charged testimony, committee members heard several African-Americans asking for more districts where they would be in the majority.

Carletta Fellows of the Fannie Lou Hamer political action committee ? which is currently challenging the congressional redistricting map in federal court ? did not mince words when she talked about the map. She called it ?a miscarriage of justice? and should show ?greater sensitivity to the black and brown community.?

Del. Tiffany Alston, D-Prince George?s County, said that looking at the demographics of the state, there should be 14 senatorial districts with a majority of black residents. She said she would not be happy with a map that doesn?t give African-Americans the appropriate voting strength in the state.

?As a Democrat, I find this map to be a slap in the face to black Democrats,? she said.

Sen. Anthony Muse, D-Prince George?s, said that Maryland?s non-minority white population declined to nearly 55% ? yet the proposed map seems to over represent whites.

Del. Aisha Braveboy, D-Prince George?s County, chair of the redistricting committee of the Legislative Black Caucus, pointed out some problems she saw in districts in her county. Nearly 86% of the population in the 24th District ? which includes Glenarden, Seat Pleasant and Fairmount Heights ? is black. Meanwhile, there are other districts that could be drawn with stronger black majorities, but aren?t.

Sen. Delores Kelley, D-Baltimore County, said the proposed map moves her own District 10 in western Baltimore County into more rural areas with fewer African-Americans, in order to create a district shared with Baltimore City.

Elbridge James, speaking to the committee on behalf of the NAACP, asked O?Malley and his committee to take the comments about minorities into consideration.

?If these issues are not addressed, the participation opportunities of African-Americans will be severely limited, and this will stand for 10 years,? James said, until the next census.

Andy Carruthers, a white Prince George?s resident, took an opposite view, saying that looking so closely at race to draw district lines was ?terribly harmful.? Though some people may vote solely based on a candidate?s race, that is not the way it always happens.

?Have we learned so little from the last presidential election?? Carruthers asked.

Keep communities together

Several residents of smaller communities, startled to learn that the proposed district lines bisected their neighborhoods, pleaded with committee members to keep their hometowns intact.

Lake Arbor, a small community in Prince George?s County near FedEX Field, is proposed to be split between the Districts 24 and 25. Angry residents met with Braveboy and Del. Dereck Davis to ask for their hometown to stay in one district. Braveboy presented the committee with a redrawn map that would accomplish this, and several long-time residents testified before the committee.

Lake Arbor resident Brian Austin said he is sure there was no malice intended when the map divided the community, but it upset him all the same.

?Division of an otherwise ideal environment makes no sense,? he said. ?Division of a community that works together makes no sense.?

Eric Rockel, president of the Greater Timonium Community Council, was upset that the map did not put Timonium back together. The current districts split the Baltimore County community along I-83. While it is not an ideal situation, Rockel said that using the highway as a boundary makes sense.

The proposed map, however, still bisects Timonium ? but no longer uses the highway as a boundary.

?My emotions went from disappointment to disillusionment to cynicism when I read the governor?s press release,? Rockel said. ?He said he kept communities together, but not Timonium.?

Residents from Woodmore and Lanham-Seabrook in Prince George?s County had similar complaints.

Republican Dels. Cathy Vitale and Tony McConkey asked that Severna Park in Anne Arundel County not be split in three districts as proposed.

Some were satisfied

Though there were fewer people who said they were pleased with the map as drawn, some did come out to the hearing solely to praise the work of the committee.

Howard Gorrell, who attended all 12 statewide hearings of the redistricting committee, said he liked the way that district lines were drawn in Western Maryland, in keeping with testimony at the hearings.

Del. Ana Sol Gutierrez, D-Montgomery County, had some negative things to say about the plan, but was thankful that the committee paid attention to the emerging Latino population with a possible single-member majority district in Montgomery County.

Charles Berman of Derwood said that the last 10 years ? when illogical district lines split up his hometown ? were not good. However, Derwood is in a single district again on the proposed map.

?Thank you so much,? Berman said.

Minneapolis church connects hip-hop to ministry

MINNEAPOLIS ? Many urban churches are finding it increasingly difficult to get young adults through their doors.

But one Minneapolis minister is engaging religion-wary teens and twenty-somethings by mixing a little hip-hop in with the holiness.

On a recent Saturday night, disco lights blasted colored rays around the room at Urban Jerusalem, a Pentecostal church in north Minneapolis. The DJ settled in behind a stack of vinyl. Stacey Jones, the senior pastor at Urban Jerusalem, commanded the microphone.

"Every time the religious leaders came to Jesus to try to catch him," he told the congregation, "Jesus would just blow their mind. Jesus would just throw one or two lines and they were like, 'Oh, snap.' "

Here, turntables stand in place of a pulpit. Graffiti art, rather than stained glass, frames the sanctuary. And the hymns are the kind which can, and do, move congregants to breakdance.

Stacey and his wife, Tryenyse, launched this Twin Cities church five years ago, with the goal of connecting urban youth with Christ.

Dozens die as Christmas bombings sweep Nigeria

Islamist sect Boko Haram claimed responsibility for a wave of Christmas Day bombings on Sunday, including an attack on a Catholic church that killed at least 35 people.

Boko Haram spokesman Abu Qaqa claimed the bombings in a statement to the journalists' association of Maiduguri, capital of the group's heartland.

The Christmas Day attacks show the growing national ambition of Boko Haram, which is responsible for at least 491 killings this year alone, according to an Associated Press count. The assaults come a year after a series of Christmas Eve bombings in Jos claimed by the militants left at least 32 dead and 74 wounded.

The first explosion on Sunday struck St. Theresa Catholic Church in Madalla, a town in Niger state close to the capital, Abuja, authorities said.

The first explosion on Sunday struck St. Theresa Catholic Church just after 8 a.m. The attack killed 35 people and wounded another 52, said Slaku Luguard, a coordinator with Nigeria's National Emergency Management Agency.

"We were in the church with my family when we heard the explosion. I just ran out. Now I don't even know where my children or my wife are,'' Timothy Onyekwere told Reuters. "I don't know how many were killed but there were many dead.''

"I want to know if my wife is dead or alive," a man yelled as he tried to enter the area holding dead and wounded.

Nigeria's National Emergency Management Agency already has acknowledged it didn't have enough ambulances immediately on hand to help the wounded. Luguard also said an angry crowd that gathered at the blast site hampered rescue efforts as they refused to allow workers inside.

"We're trying to calm the situation," Luguard said. "There are some angry people around trying to cause problems."

President Goodluck Jonathan, a Christian from the south who is struggling to contain the threat of Islamist militancy, called the incident "unfortunate" but said Boko Haram would "not be (around) for ever. It will end one day."

The White House condemned the violent attacks, which it said appeared to be acts of terrorism.

"We condemn this senseless violence and tragic loss of life on Christmas Day," the White House said in a statement released from Hawaii, where President Barack Obama is vacationing.

"We have been in contact with Nigerian officials about what initially appear to be terrorist acts and pledge to assist them in bringing those responsible to justice," it said.

Jos, Yobe attacks
In Jos, a second explosion struck near a Mountain of Fire and Miracles Church, government spokesman Pam Ayuba said. Ayuba said gunmen later opened fire on police guarding the area, killing one police officer. Two other locally made explosives were found in a nearby building and disarmed, he said.

"The military are here on ground and have taken control over the entire place," Ayuba said.

The city of Jos is located on the dividing line between Nigeria's predominantly Christian south and Muslim north. Thousands have died in communal clashes there over the last decade.

There were also three attacks targeting a church, the police and army in Yobe in the north of the country, BBC News reported. Yobe has been at the center of clashes between militants and Nigeria's security forces, according to the BBC.

The U.S. Embassy in Nigeria's capital of Abuja had issued a warning Friday to citizens to be "particularly vigilant" around churches, large crowds and areas where foreigners congregate.

Residents of the northeastern city of Damaturu also reported two blasts but there were no details immediately available.

Several days of fighting in and around Damaturu between the sect and security forces already had killed at least 61 people, authorities said.

On Sunday, local police commissioner Tanko Lawan said two explosions had struck Damaturu, including a suicide car bombing. Lawan said that blast happened around noon, targeting the headquarters of Nigeria's secret police in the area. There was no immediate information about casualties, he said.

In the last year, Boko Haram has carried out increasingly bloody attacks in its campaign to implement strict Shariah law across Nigeria, a nation of more than 160 million people.

Boko Haram, which is loosely modeled on the Taliban movement in Afghanistan, claimed responsibility for a Nov. 4 attack on Damaturu, Yobe state's capital, that killed more than 100 people. The group also claimed the Aug. 24 suicide car bombing of the U.N. headquarters in Nigeria's capital that killed 24 people and wounded 116 others.

The sect came to national prominence in 2009, when its members rioted and burned police stations near its base of Maiduguri, a dusty northeastern city on the cusp of the Sahara Desert. Nigeria's military violently put down the attack, crushing the sect's mosque into shards as its leader was arrested and died in police custody. About 700 people died during the violence.

While initially targeting enemies via hit-and-run assassinations from the back of motorbikes after the 2009 riot, violence by Boko Haram now has a new sophistication and apparent planning that includes high-profile attacks with greater casualties.

Boko Haram has splintered into three factions, with one wing increasingly willing to kill as it maintains contact with terror groups in North Africa and Somalia, diplomats and security sources say.

Sect members are scattered throughout northern Nigeria and nearby Cameroon, Chad and Niger.
